Prime Minister requests to focus on resolving outstanding projects

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 112/CD-TTg dated November 6, 2024 requesting ministries, branches and localities to focus on resolving backlog projects, stopping construction, urgently implementing, completing and putting them into use to prevent waste and loss.

The dispatch clearly stated: In the past time, the Government and the Prime Minister have directed many ministries, agencies and localities to resolutely implement solutions to completely handle backlogged and suspended projects. Therefore, many works and projects have been promptly resolved, revived and put into good operation such as: Cat Linh Ha Dong railway project, Thai Binh 2 Thermal Power Plant project, Ha Bac Fertilizer Plant renovation and expansion project, Song Hau 1 Thermal Power Plant, Lot B Gas Mine and O Mon Thermal Power Center exploitation project, removing some obstacles of Nghi Son Oil Refinery, Long Thanh International Airport, ... many works have been deployed at lightning speed, shortening construction time such as the 500kV line 3 circuit from Quang Trach (Quang Binh) to Pho Noi (Hung Yen). Thereby, it has improved the efficiency of use, not wasted state and social resources, contributed to promoting socio-economic development, and created trust for the people.

However, there are still many projects and works that have not been promptly resolved by all levels, sectors, agencies and units, causing backlogs and prolonged construction stoppages such as: Can Tho City Oncology Hospital Investment Project, Bach Mai Hospital and Viet Duc Hospital Facility 2 Project, Ho Chi Minh City Flood Control Project, Vicem Operations and Transaction Center, etc., causing waste of resources and public outrage.

To focus on thoroughly resolving existing problems, promptly completing and putting into use backlogged projects, constructions with prolonged construction stops, headquarters, offices, etc., the Prime Minister requests:

1. Ministers, heads of ministerial-level agencies, government agencies, and Chairmen of People's Committees of provinces and centrally run cities shall thoroughly grasp and seriously and effectively implement the direction of General Secretary To Lam on combating waste; effectively implement the Government's Resolutions and the Prime Minister's directions on the effective use of resources, quickly deploy works and projects, avoid loss and waste, especially backlogged projects, projects that have stopped construction, headquarters of ministries, agencies, state-owned commercial banks, investment projects in production and business at corporations, state-owned corporations, hospitals, student dormitories, etc.

2. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities direct the immediate implementation of:

a) Review and compile statistics on all projects, backlog works, construction stops, headquarters, and offices that are not in use or are not being used effectively within the scope and area of ​​management.

b) Urgently develop a plan to handle backlogged projects and works, construction stops, and slow-progress construction; effectively use headquarters and office buildings; report to the Prime Minister before November 30, 2024:

(1) Clearly define the responsibilities of work content, progress, completion time, and implementing agency or unit to serve as a basis for urging, checking, monitoring and evaluating.

(2) For work contents under the authority, proactively find solutions to immediately and thoroughly handle problems and issues, and at the same time arrange and mobilize resources to quickly implement projects and works that are backlogged, have been suspended for a long time, are behind schedule, and are put into operation and use to promote the effectiveness of project objectives. Arrange for the effective use of office buildings and headquarters in the area, especially for office buildings and headquarters after the implementation of administrative unit arrangement.

(3) For matters beyond authority, promptly review, clearly report the content, problematic regulations, propose solutions, the responsible agency to resolve and the competent authority to decide, report to the Prime Minister for consideration and timely direction of handling before November 30, 2024.

c) Handle personal and organizational responsibilities for projects and works that are delayed or prolonged; resolutely replace or transfer to other jobs cadres and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in resolving related issues that cause projects and works to be delayed, prolonged, waste resources, etc.

3. The Government Office monitors and urges ministries, agencies and localities to promptly implement this Official Dispatch./.
