More convenient for people to make passports

On November 10, a number of new regulations on passport issuance under Decree 65/2012/ND-CP of the Government officially took effect.

The Immigration Department, Ministry of Public Security, said that Decree 65/2012/ND-CP of the Government was issued to simplify a number of administrative procedures in granting passports to Vietnamese citizens.

In the case of re-issuing passports, previously the requirement was that the passport must be valid for at least 30 days before being issued. Now the regulation stipulates that a passport that is still valid will be re-issued. This regulation creates favorable conditions for those who need to re-issue passports, regardless of the validity of the passport.

The new Decree also allows for the expansion of delegation regarding the subjects and places of submission of passports. Previously, subjects were delegated to submit documents and receive results at the Immigration Department of the Public Security of the province or centrally-run city where they resided, but now they can submit documents and receive results directly at the Immigration Department, Ministry of Public Security.

For example, a person working in Hanoi needs to apply for a passport but does not have a permanent residence in the capital. He can still submit his application and receive the passport result at the Immigration Department, Ministry of Public Security, instead of having to go to the locality where he registered his permanent residence to get a passport as before.

Similarly, the new regulations on seafarer passports have also been amended. Accordingly, seafarer passports are valid for no more than 10 years and cannot be renewed, replacing the old regulation of being valid for 5 years and being renewed for 3 years. Thus, seafarer passports are valid for 2 years longer than the old regulation and help seafarers not to waste time renewing their passports.

The Immigration Department said that on average, the Department issues about 1.1 million passports each year. Simplifying some administrative procedures as mentioned above will create more favorable conditions for people in the process of applying for passports.

In the coming time, the competent authorities will issue 3 circulars guiding the implementation of Decree 65/2012/ND-CP, including: Circular of the Ministry of Public Security guiding the issuance of ordinary passports to Vietnamese citizens in the country; Circular of the Ministry of Foreign Affairs guiding the issuance of diplomatic and official passports; Joint Circular of the Ministry of Public Security and the Ministry of Foreign Affairs guiding the issuance of ordinary passports and travel documents to Vietnamese citizens.
