The two Prime Ministers had in-depth discussions and agreed on many measures to strongly enhance cooperation in pillar areas.

Continuing the official visit to Russia, on the evening of May 14, Vietnam time, at the Government Guest House in Moscow, Prime Minister Nguyen Tan Dung had talks with Russian Prime Minister Dmitry Medvedev.

The two Prime Ministers had in-depth discussions and agreed on many measures to strongly enhance cooperation in the pillars of bilateral relations, especially economics, trade, investment, oil and gas, nuclear power, and military technology.

Russian Prime Minister Dmitry Medvedev highly appreciated Prime Minister Nguyen Tan Dung's official visit to Russia, which will practically contribute to promoting the comprehensive strategic partnership between the two countries.

Prime Minister Nguyen Tan Dung congratulated Russia on its achievements in comprehensively modernizing the country, as well as in consolidating and enhancing its important role and contribution to ensuring security, cooperation and prosperity in the world.

In an open atmosphere of mutual trust and understanding, the two Prime Ministers informed each other about the situation in each country and discussed directions and measures to promote the Comprehensive Partnership between Vietnam and the Russian Federation in the fields of politics, economics, trade-investment, defense-security, science-technology, education-training, etc.

The two Prime Ministers agreed to continue strengthening the highly trustworthy political relationship through the mechanism of exchanging delegations at all levels, especially at the highest level, promoting cooperation under the leadership of the Party and the National Assembly, ministries, branches and localities of the two countries to become increasingly substantive, specific and effective, focusing on areas of each other's strengths, especially the economy.

The two Prime Ministers focused on discussing and agreeing on measures to strongly enhance cooperation in the pillars of bilateral relations, namely economics - trade, investment, oil and gas, nuclear power and military technology. Appreciating the results of the first round of negotiations on the Free Trade Agreement (FTA) between Vietnam and the Customs Union of Russia, Belarus and Kazakhstan held last March in Hanoi, the two Prime Ministers affirmed that the signing of this Agreement will be a breakthrough in realizing the goal of increasing bilateral trade turnover to 7 billion USD by 2015 and 10 billion USD by 2020 set by the leaders of the two countries.

Russian Prime Minister Dmitry Medvedev affirmed at the press conference after the talks: Currently, our two sides are negotiating a Free Trade Agreement (FTA) and we wish to sign a comprehensive agreement covering trade, services and technology transfer. Investment is also a potential area of ​​cooperation. I hope that our two sides can agree on a list of priority investment projects between the two countries, including a series of important projects in various fields, including locomotive manufacturing, tourism and many other fields in the territories of the two countries.

Prime Minister Nguyen Tan Dung and Prime Minister Dmitry Medvedev emphasized that the activities of Russian and Vietnamese oil and gas enterprises and joint ventures have been highly effective in recent times, and pledged to continue creating favorable conditions for oil and gas enterprises operating in the two countries, and encourage the establishment of new joint ventures to expand oil and gas exploration and exploitation areas in Vietnam, Russia and third countries.

The two sides also affirmed that they will continue to cooperate closely to implement the Ninh Thuan 1 Nuclear Power Plant project on schedule as agreed with the most modern technology to ensure safety, quality and highest efficiency. The two Prime Ministers also agreed to continue implementing measures to raise the cooperation in the field of military technology and military training between the two countries to a new and more comprehensive level.

Prime Minister Nguyen Tan Dung emphasized: The two sides highly appreciated military technical cooperation and military training between the two countries; affirmed to continue strengthening close relations in these fields, aiming to gradually raise cooperation to a new and more comprehensive level; considered this a pillar in the field of comprehensive strategic cooperation between the Russian Federation and Vietnam.

The two Prime Ministers affirmed to continue promoting cooperation in the fields of science, technology, and education and training to a strategic level, and agreed to create conditions and cooperation mechanisms for relevant agencies of the two countries to conduct scientific research and technology transfer within the framework of joint programs and projects.

The two Prime Ministers agreed to promote the establishment of the Vietnam-Russia University of Technology in Hanoi on the basis of Russia's credit for the project to train highly qualified specialists for Vietnam, as well as maintain and improve the operational efficiency of the Vietnam-Russia Tropical Center.

The two sides also encouraged cooperation between localities of the two countries in the direction of increasing efficiency and substance; affirmed to support enterprises of the two countries to invest in each other with necessary incentives within the current legal framework of each side. The two sides agreed to continue to strengthen relations in the humanities, expand cooperation in tourism, culture, and people-to-people exchange to create a solid foundation for developing the traditional friendly cooperation between Vietnam and the Russian Federation.

The two Prime Ministers also appreciated the important contributions of Vietnamese citizens in Russia and Russian citizens in Vietnam in strengthening the friendship and comprehensive cooperation between the two countries, and affirmed that they will continue to create favorable conditions for overseas Vietnamese to live, work and study in each other's territory, in accordance with the laws of each country.

After the talks, Prime Minister Nguyen Tan Dung and Prime Minister Dmitry Medvedev witnessed the signing ceremony of bilateral cooperation documents in the fields of education and training, banking, transportation, tourism, justice, oil and gas, etc.

Also on May 14, Prime Minister Nguyen Tan Dung laid a wreath at the Monument to Unknown Martyrs and visited the Rosatom Nuclear Energy Corporation and the Zarubezneft Oil and Gas Corporation./.
