Comrade Le Xuan Dai - Member of the Provincial Standing Committee, Vice Chairman of the Provincial People's Committee attended the ceremony, along with representatives of relevant departments, agencies and branches.

Marking the event of the first Law on Health Insurance of our country coming into effect on July 1, 2009, the Prime Minister issued a decision to make July 1 every year Vietnam Health Insurance Day... Vietnam Health Insurance Day is an opportunity for the whole community to arouse and multiply the spirit of mutual love and support, helping to share the financial burden with those who are unfortunately sick and ill, helping them overcome difficulties and contributing to strengthening and maintaining social security. This year's Vietnam Health Insurance Day has the action theme "Promoting the process of expanding health insurance coverage, towards universal health insurance".

Comrade Le Xuan Dai proposed to include the rate of participation in universal health insurance in the new rural construction target.

After 5 years of implementing the Law on Health Insurance, in Nghe An, 2,118,159 people have been granted health insurance cards, accounting for more than 70.7% of the population; the number of people participating in health insurance increases every year, creating a solid foundation for the goal of sustainable health insurance development, moving towards universal health insurance; The rights of health insurance participants are basically guaranteed in accordance with regulations, the quality of health services is increasingly improved; The number of people accessing and receiving health care from the health insurance fund right in the community and many health services is increasing...

In addition to the achieved results, the implementation of the Health Insurance Law also revealed some shortcomings: The group of people participating in health insurance without State support increased slowly, accounting for a low proportion; many enterprises evaded paying and owed health insurance for employees; the quality of health insurance examination and treatment did not meet the people's requirements, especially at the grassroots health care level and in mountainous districts.

Speaking at the ceremony, comrade Le Xuan Dai commended and acknowledged the achievements in implementing the Health Insurance Law of agencies, units and localities over the past 5 years. Aiming for the goal of universal health insurance in the spirit of the 2013 Constitution and Resolution 21 of the Politburo, which is the mandatory regulation on health insurance participation, the Vice Chairman of the Provincial People's Committee requested Party committees and local authorities to pay more attention to leading and directing the implementation of health insurance policies, actively implementing Action Program No. 22 of the Nghe An Provincial Party Committee, Plan No. 472 of the Provincial People's Committee to implement the "Project to implement the roadmap towards universal health insurance for the period 2012-2015 and 2020"; Promote the dissemination of health insurance policies and laws; deploy solutions to improve the quality of health insurance examination and treatment, reform administrative procedures, manage and use the health insurance fund effectively; Strengthening inter-sectoral coordination, improving the capacity of the state management system on health insurance from the provincial to the commune and ward levels. In addition, it is necessary to strongly implement solutions to expand the subjects, increase the health insurance coverage rate, promptly detect, rectify and strictly handle violations of the health insurance law. To promote the process of expanding health insurance coverage, towards universal health insurance, comrade Le Xuan Dai hopes that all people will actively participate in health insurance, contributing to bringing the Health Insurance Law into life, ensuring social security.
