Implement real estate projects while waiting for approval of the General Construction Plan of Vinh City and Phu Quy area
(Notice No. 537 – TB/TU, dated July 12, 2012 of the Standing Committee of Nghe An Provincial Party Committee)
In the meeting on May 26, 2012, the Provincial Party Standing Committee listened to and commented on the content of the adjusted master plan for Vinh City construction in the period up to 2030, with a vision to 2050. In order to minimize damage to investors and compensation costs for the province according to the provisions of law, while waiting for approval of the adjustment of the Vinh City master plan and the Phu Quy area master plan, the Provincial Party Standing Committee requests:
1 - Temporarily stop issuing new licenses for surveying and selecting locations for real estate projects and temporarily stop issuing new licenses for real estate projects within the administrative boundaries of Vinh Urban Planning and Phu Quy area.
2- Temporarily suspend site surveys and other activities for licensed real estate projects that have not yet been implemented (after the official planning is approved, any project that is not in accordance with the planning will not be deployed or implemented).
3- For real estate projects and other projects being implemented, the Provincial People's Committee shall review and appropriately handle cases that are clearly inconsistent with the orientation of the Vinh City General Construction Planning and the Phu Quy Area General Construction Planning; for projects that are unclear whether they are suitable or not, the investor shall agree to temporarily suspend construction, wait for the planning to be approved, and then handle them later (temporarily suspend these projects until the official planning is approved; any project that is inconsistent with the planning shall not be implemented, and the compensation according to the law in this case shall be less than in the case of implementation).
4- Projects other than those specified in items 1, 2, 3 above must generally be suspended and handled as in items 1, 2, 3. In case of large-scale production and business projects, high budget contributions, and large employment, careful calculations must be made and reported to the Provincial Party Standing Committee for comments.
5- From the date this notice is signed and issued, all new urban area projects must comply with the Government's regulations on the New Urban Area Regulations.
