Effectively implement the vocational training project for rural workers
On the morning of August 29, under the chairmanship of Deputy Prime Minister Nguyen Thien Nhan, the Government held a national online meeting on vocational training for rural workers in the first 6 months of the year. On the Nghe An side, comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee chaired with the participation of sectors, districts, cities and towns.

2011 is the second year of implementing Decision 1956 of the Prime Minister on approving the Project "Vocational training for rural workers until 2015". With the goal of vocational training for about 500,000 rural workers according to the Project's policy, of which at least 70% have jobs after training, in 2011, the whole country organized vocational training for 267,032 people (achieving 53% of the yearly plan), of which 48.4% studied agricultural occupations, 51.6% studied non-agricultural occupations. The whole country mobilized 1,452 establishments to participate in vocational training for rural workers, built 20 vocational skills training programs, new technologies for vocational trainers...
In Nghe An, in the first 6 months of 2011, the whole province provided vocational training to 1,632 people, including 425 policy beneficiaries, 470 near-poor workers, and 470 other workers. The trained occupations are: fine art carpentry, brocade weaving, rattan and bamboo weaving, industrial sewing, livestock raising, flower growing... 80% of trained workers have jobs with an income of 1.5 million VND/person/month.
At the meeting, representatives of the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, the Ministry of Information and Communications, the Ministry of Industry and Trade, the Farmers' Association, and representatives of the provinces spoke. Accordingly, there are still many issues that need attention, such as policies for workers after training, and inadequate facilities of vocational training centers.
Concluding the meeting, Deputy Prime Minister Nguyen Thien Nhan - Head of the Steering Committee for the implementation of Decision 1956 highly appreciated the implementation of the project which has created an important change in the awareness of all levels and sectors about the importance of vocational training for rural workers. He requested that sectors and localities in the last 6 months of the year need to effectively implement the vocational training project to complete the 2011 target.
The Deputy Prime Minister suggested that by the end of December 2011: all levels of government from province to commune must organize conferences to disseminate Decision 1956. Regarding the subjects participating in the project: unify the subjects of rural laborers belonging to poor and near-poor households instead of the regulation that rural laborers belonging to households with a maximum income equal to 150% of the income of poor households are entitled to short-term vocational training support policies. Each province chooses to build at least one model vocational training center, teaching the most popular and high-demand occupations in the localities. Ministries and mass media agencies need to focus on implementing the project, building materials on vocational training on video tapes, supporting vocational training via television in localities...
