Implementing grassroots democracy in Quynh Luu

Solve problems from the grassroots

Regarding Quynh Dien (Quynh Luu), we were quite surprised to know that this purely agricultural commune is a locality with a poverty rate of only 3.17% - the lowest in Quynh Luu district, with per capita income reaching 18-20 million VND/year. Mr. Nguyen Van Lang - Chairman of Quynh Dien Commune People's Committee proudly shared: To achieve this result, first of all, it is thanks to the local Party Committee and government from the commune to the hamlet that have well implemented the grassroots democracy regulations (QCDC), creating trust and consensus among the people. In addition to publicizing the contents according to regulations, especially the capital mobilization contributions of the people to build infrastructure, taxes, funds, and results of poor household review. The Party Committee and the government also attach importance to the implementation of democratic rights and people's contributions in discussing and supervising activities of communes and hamlets such as economic development programs, hunger eradication and poverty reduction, construction of public works, planning, land use plans... For example, to implement the collection of people's opinions on the policy of building halls and cultural houses, the commune directs hamlets to hold public meetings so that people can know and discuss, and those who are absent will have their opinion forms sent to their homes.

Periodically, the commune's grassroots QCDC Steering Committee visits each village and hamlet to inspect the implementation; then, issues a decision clearly stating the advantages and limitations that need to be overcome in each hamlet. Thereby, it helps the Party Committee and the government to grasp and promptly handle problems at the grassroots level, and at the same time supervise the overcoming of shortcomings and limitations in the implementation of grassroots QCDC in each locality. If in the past, there were often many absentees at hamlet meetings, now the hamlet meeting attendance rate has reached 85%. Mr. Tran Van Khai - Hamlet Chief 1, said: "Thanks to attending the meetings in full, people not only promptly grasp the policies and guidelines but also have their questions and recommendations explained and resolved, preventing conflicts from arising." Mr. Nguyen Van Hung - Secretary of the Party Committee of Quynh Dien commune affirmed: "The secret" that helps Quynh Dien effectively resolve the problem of backlog of petitions or complaints, denunciations that last for a long time, go beyond the level, and create motivation to contribute to promoting the local socio-economy is to promote democracy and solve problems arising right at the grassroots level.

In general, implementing Conclusion No. 65-KL/T.Ư of the Central Party Secretariat on democracy in communes and towns and the content of Ordinance 34, the matters discussed and directly decided by the people have been fully informed by the Party committees and local authorities in Quynh Luu district. Up to now, the whole district has had 406 villages, blocks and hamlets build and approve village covenants, 33/33 communes and towns have completed the People's Inspection Committee and established People's Reception Councils, and issued People's Reception Regulations. In addition, in the villages and hamlets, inter-family groups, inter-household groups, and reconciliation committees have been established to help each other in life and production, ensure security, order and maintain environmental sanitation.

Open and transparent

The implementation of democratic regulations in 138 administrative units and some enterprises of Quynh Luu district has also been put into order. Party cells and Party committees have leadership resolutions, heads of agencies and units have established steering committees to implement grassroots QCDC, people's inspection committees, and organizations have participated in mobilizing and supervising. In addition to operating regulations and working regulations, agencies and units have internal spending regulations. Every month, maintain a living regime to evaluate the work situation, deploy tasks, and publicly disclose finances and purchases so that cadres and civil servants know. The planning of training, fostering, recruitment, promotion, salary increase, rewards, etc. are all made public, creating peace of mind and trust among cadres and civil servants.

At Quynh Luu Water Supply Company Limited, although it is a production and service business unit, the implementation of the grassroots QCDC for state-owned enterprises according to Decree 60/2013 of the Government has been directed by the company's leaders. In addition to publicizing 8 matters in state-owned enterprises to the Party Committee, Party cells and all cadres, workers and employees, the rights to supervision, inspection as well as other rights of employees related to salary, bonus, insurance, labor protection are also fully and publicly implemented, under the supervision of the trade union and the People's Inspectorate. Mr. Hoang Van Chuong - Director, Head of the grassroots QCDC Department of Quynh Luu Water Supply Company Limited said: "By promoting democracy, creating great motivation for cadres, workers and employees to be more attached, enthusiastically participate in emulation movements, improve efficiencyproduction and business results of the unit, no labor disputes, complaints or denunciations occur".

Emphasizing the importance of implementing grassroots QCDC, Mr. Le Duc Cuong - Chairman of Quynh Luu District People's Committee said: The Steering Committee for implementing grassroots QCDC is the only Committee funded by the district and is also the most effective committee. This is clearly demonstrated in the propaganda and mobilization work to raise awareness of cadres and party members about democracy and democracy implementation, and sense of responsibility in participating in activities to build increasingly better hamlets, blocks, agencies and units. In the field of administrative reform, improving public ethics, focusing on correcting the working style and manner of cadres and civil servants, respecting and being responsible to the people. In addition to paying attention to and directing the reception and return of results according to the one-stop mechanism in 33 communes and districts, directing agencies and units to effectively apply the set of administrative procedures at the district level (203 procedures) and commune level (145 procedures), contributing to quickly solving work, reducing inconvenience for people and businesses. Direct dialogue with people in hot and sensitive areas such as: site clearance, handling of complaints and denunciations or direct dialogue with enterprises to remove difficulties and obstacles are focused on by the People's Committee and the Steering Committee for QCDC at the district level. The Standing Committee and the People's Council's committees have strengthened supervision of the implementation of policies and resolutions of higher levels and resolutions of the People's Councils of communes and towns, supervision of the issuance of legal documents; collection, expenditure, and management of funds associated with the implementation of QCDC at the grassroots level. Thanks to that, the number of complaints and denunciations from citizens in the area has decreased significantly, in the first 6 months of the year, there were 35 fewer cases compared to the same period, the rate of handling complaints under their authority reached 82%).

Talking to us, Mr. Ho Sy Hai - Head of the People's Mobilization Committee, Deputy Head of the District's QCDC Steering Committee said: Thanks to promoting democracy, the locality has mobilized a significant portion of contributions from the people to invest in infrastructure development, serving socio-economic development. Especially from the people's resources, along with the State's support, the work of building new rural areas in Quynh Luu has achieved positive results. Up to now, the district has completed 30.2 km of rural roads under the province's cement support program in 2014, reaching 89% of the target supported by the province. The total resources mobilized to implement new rural construction in the area in the first 6 months of 2014 reached 361.1 billion VND, of which the investment capital from the budget was 12.73 billion VND; Many communes have met and nearly met the new rural criteria such as Quynh Luong with 19/19 criteria, Quynh Doi with 17 criteria, Quynh Thach with 16 criteria...
