Effectively implementing targets, promoting cultural identity and people of Nghe An in the new situation

In recent years, the implementation of the targets on the rate of cultural villages, hamlets, and blocks and the rate of communes, wards, and towns with standard cultural and sports institutions has made an important contribution to the development of local culture. Along with that, the construction of a healthy cultural environment associated with the construction, improvement, and promotion of the personality and identity of Nghe An people is also being effectively implemented in the new period.

Regarding this issue, Nghe An Newspaper has recorded many opinions from people, officials working in the cultural field and youth forces in the province.

In recent years, the movement"The whole people unite to build a cultural life"associated with the construction of new rural areas has spread strongly, creating positive changes in the appearance and spiritual life of villages and hamlets. The movement not only improves material life but also arouses the spirit of solidarity, sharing and responsibility in each community.

The implementation of the criteria under Decree No. 86/2023/ND-CP has made an important contribution to raising people's awareness, encouraging them to actively participate in building cultural families, cultural villages and typical communes and wards. Cultural and sports institutions are increasingly being invested in, creating conditions for rich and vibrant cultural, artistic, physical education and sports activities.

I myself also feel the importance of implementing the above Decree, so I mobilized my family to donate more than 2,000m2land to build the village's Community Cultural House. This not only contributes to improving the cultural and spiritual life of the villagers but also completes the criteria for building new rural areas of the locality.

Not only in Minh Tien village, the solidarity of the whole people in building a cultural life associated with building new rural areas in Chau Hanh commune has achieved many encouraging results. Specifically, the rate of cultural families reached 87.5%, cultural villages reached 82.82%, with village cultural houses equipped with facilities to serve community activities. Mass art troupes actively operate, contributing to preserving and promoting national cultural identity.

The successful implementation of the "dual goal" of both building a cultural life and perfecting the criteria for building new rural areas has created consensus for people to support each other in eliminating hunger, reducing poverty and building a civilized, green - clean - beautiful living environment.

Over time, many backward customs have been eliminated, the average income per capita reached 46.4 million VND/year, bringing many improvements to the locality in terms of economy, culture and society.

Nghe Tinh folk songswas recognized by UNESCO as an Intangible Cultural Heritage of Humanity in 2014. Up to now, Vi and Giam folk songs have been deeply ingrained in the consciousness, becoming spiritual food, an indispensable part in the lives of many Vietnamese people.

Understanding the value of this cultural heritage, I, along with the local Party Committee and government, established and maintained the Boi Son Commune Vi and Giam Folk Song Club. In Do Luong District, the club has been given the opportunity to perform on boats to serve tourists at the Qua Son Temple Festival and participate in many important art programs at the district and provincial levels. This makes the artisans in the club feel very excited.

Now, not only in Do Luong district, but also at traditional festivals such as in Nam Dan, Do Luong, Thanh Chuong, etc., the performance of folk songs Vi and Giam has become a special spiritual dish for the people and tourists.

Along with that, at Vinh city walking street from 2022 until now, every weekend, people and tourists can enjoy the rustic and profound Vi and Giam folk songs. This is a fulcrum for Vi and Giam folk song clubs in the province to have the opportunity to connect their passion, contributing to the preservation and promotion of the value of this special heritage.

Despite many achievements, the work of preserving and promoting the value of Nghe Tinh Vi and Giam folk songs still has some limitations. The successor force faces difficulties when most of the artists are elderly, while the younger generation is not really interested or lacks opportunities to approach deeply.

Some localities have not invested equally in clubs and performance spaces. Modernization has caused the natural environment of Vi and Giam folk songs, such as villages and fields, to gradually disappear. These factors pose challenges in preserving and spreading the vitality of this art form.

At Nghe An Ethnic Boarding High School, the school's Ethnic Arts Club has continuously achieved remarkable results, such as the First Prize in the "Singing Festival of Vinh City Students and Students in 2021"; Second Prize in the "Art Clubs of Vinh City in 2023" Festival; Third Prize in the "Search for Talents of Nghe An Province" Contest in 2023. Each entry bears the distinct mark of the Thai, O Du, Tho, Mong ethnic groups... contributing to enriching the diverse cultural picture of Nghe An province.

It can be seen that, in addition to learning knowledge, students always want to have more cultural playgrounds to have more opportunities to experience, learn and connect with national heritage. Nurturing love for national culture through clubs, cultural programs, arts, and discussions in schools will help the young generation not only contribute to preserving heritage but also be a way to cultivate pride in national culture. From there, arouse the will to strive and awareness and responsibility for the homeland and country.

After 4 years of implementing Resolution No. 18/NQ-HDND dated December 13, 2020 of the Provincial People's Council on the 5-year socio-economic development plan (2021-2025), Nghe An province has a rate of cultural villages, hamlets, and blocks reaching 71-73%; The rate of communes, wards, and towns with cultural and sports institutions meeting the criteria prescribed by the Ministry of Culture, Sports and Tourism is 82%.

Up to now, the whole province has 222 typical cultural models recognized at the provincial level, 4,025 mass art troupes; 737,186/851,151 families have been recognized as Cultural Families (reaching 87%).

The work of managing, preserving and promoting the value of cultural heritage to serve the goal of conservation and development is of interest. The whole province is preserving a rich and diverse heritage system with 2,602 relics and scenic spots.
