Implementing the supervisory recommendations of the National Assembly's Law Committee

Implementing the direction of Deputy Prime Minister Nguyen Xuan Phuc in Document No. 848/VPCP-VI dated February 2, 2015 on the implementation of recommendations to supervise the settlement of complaints and denunciations of citizens under the authority of State administrative agencies in Report No. 2804/BC-UBPL13 dated November 14, 2014 of the National Assembly's Committee on Law; to make the work of receiving citizens, settling complaints and denunciations in the province highly effective, promptly overcome shortcomings and weaknesses in the work of settling complaints and denunciations, the Chairman of the Provincial People's Committee requests directors of departments, heads of provincial-level branches and sectors, Chairmen of People's Committees of districts, cities and towns to well implement the following contents:
1. Review and rectify the team of cadres and civil servants directly performing management work in areas with many complaints and denunciations, especially in the fields of land, compensation, site clearance, implementation of social security policies... to properly handle the work of organizations and citizens, contributing to limiting the occurrence of complaints and denunciations; perfect the team of cadres and civil servants performing citizen reception work with good moral qualities, professional expertise, and the ability to guide, explain, and persuade citizens to understand and comply with the law. Enhance the responsibility of those with the authority to resolve complaints and denunciations in receiving citizens, dialogue with citizens, and promptly resolve newly arising petitions right at the grassroots level.
2. Continue to seriously implement Directive No. 35 CT/TW dated May 26, 2014 of the Politburo; Land Law, Law on Complaints, Law on Denunciations, Law on Citizen Reception; Resolution No. 30/2012/QH13 dated June 21, 2012 of the National Assembly and Resolution No. 39/2012/QH13 dated November 23, 2012 of the National Assembly related to the settlement of complaints and denunciations about land, paying special attention to measures to limit the occurrence of complaints and denunciations; implementing Plan No. 531/KH-UBND dated October 7, 2014 of the Provincial People's Committee on implementing the Directives of the Provincial Party Standing Committee (Directive No. 21-CT/TU dated September 3, 2014 on strengthening leadership and direction over internal affairs work to well serve Party congresses at all levels for the 2015-2020 term; Directive No. 22-CT/TU dated September 9, 2014 on strengthening the Party's leadership and direction over corruption prevention and control work and Directive 23-CT/TU dated September 9, 2014 on strengthening the Party's leadership over citizen reception and complaint and denunciation settlement).
3. Strengthen the inspection of the responsibility of heads of state administrative agencies in complying with the law on receiving citizens and handling complaints and denunciations; clarify responsibilities and promptly and strictly handle officials and civil servants who commit violations or lack responsibility in receiving citizens and handling complaints and denunciations. Strictly handle individuals who take advantage of democracy and the right to complain and denounce to intentionally violate the law and cause public disorder according to the law.
4. Inspect, review, and resolve outstanding, complicated, and prolonged complaints and denunciations according to Plan No. 531/KH-UBND dated October 10, 2013 of the Provincial People's Committee; proactively grasp and forecast the situation of complaints and denunciations, especially crowded cases, and promptly have solutions to prevent hot spots from arising.
