Implementing the Law on Bidding No. 43/2013/QH13 and Decree 63/2014/ND-CP
(Baonghean) - The 13th National Assembly passed the Law on Bidding No. 43/2013/QH13 on November 26, 2013, effective from July 1, 2014. The Government issued Decree No. 63/2014/ND-CP on June 26, 2014 detailing the implementation of a number of articles of the Law on Bidding on contractor selection, effective from August 15, 2014.
Currently, the bidding for the purchase of assets to maintain regular operations of state agencies, political organizations, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations, and people's armed forces units is carried out according to Circular No. 68/2012/TT-BTC dated April 26, 2012 of the Ministry of Finance.
To ensure consistent implementation during the bidding process, while Circular No. 68/2012/TT-BTC dated April 26, 2012 has not been amended or supplemented, the Ministry of Finance has recently issued Official Dispatch No. 9959/BTC-HCSN requesting central agencies and localities to conduct bidding for the purchase of assets serving regular operations in accordance with the provisions of the Bidding Law 43/2013/QH13, Decree No. 63/2014/ND-CP, the documents of the Ministry of Planning and Investment and Circular No. 68/2012/TT-BTC but ensuring that they do not contravene the provisions of the Bidding Law No. 43/2013/QH13, Decree No. 63/2014/ND-CP.
