To put Decree 168/2024/ND-CP into practice, the People's Committee of Nghe An province has directed the Provincial Traffic Safety Committee to implement tasks and solutions, identify specific targets and assign member units to effectively implement traffic safety work.
Directing local Party committees, authorities, departments, branches, and organizations to develop programs and implementation plans; organizing dissemination and dissemination to cadres, party members, and people to create a common awareness of the effectiveness and efficiency of Decree 168/2024/ND-CP. In particular, requiring the pioneering and exemplary role of cadres, party members, and leaders in the political system.


The implementation of Decree 168/2024/ND-CP on administrative sanctions for violations in the field of road traffic has received the attention and consensus of the people, thanks to specific and practical approaches and especially the drastic and proactive participation of the Traffic Police force.
With the motto "not letting the decree stay on paper", the Traffic Police force of Nghe An Province has developed a methodical implementation plan, closely following the characteristics of each locality and target group.
One of the top priority tasks is to propagate so that people understand correctly and do correctly, thereby forming a sense of self-consciousness to comply with traffic laws in a sustainable manner.

From this goal, the Traffic Police force, Nghe An Provincial Police have proactively coordinated with schools and transport businesses to organize propaganda sessions and disseminate traffic laws in a systematic and practical manner.
At schools, especially high schools and universities, where many students use motorbikes and electric bicycles, traffic police officers and soldiers have integrated propaganda content into flag-saluting ceremonies and extracurricular activities, helping students understand common violations and penalties according to new regulations.
Meanwhile, at transport companies, propaganda sessions are designed more in-depth, focusing on common mistakes of drivers such as using phones while driving, speeding, not obeying traffic signals, etc.

Along with direct propaganda activities in the community, the Traffic Police force also effectively utilizes mass media to guide people to grasp new legal regulations.
On the publications and digital platforms of Nghe An Newspaper and Radio and Television, the Traffic Police Department - Nghe An Provincial Police also directly answered the contents that still cause confusion in practice, typically the regulations related to road markings 3.1. This is the type of line that is being widely applied after the process of upgrading and renovating infrastructure on many streets in wards of the old Vinh City.
Previously, many drivers like me only knew the law out of habit and did not update it regularly. After attending the traffic police's propaganda sessions, I learned that there were behaviors that were previously considered normal but are now heavily fined, such as changing lanes without signaling or using the phone while driving. Listening to the authorities' specific analysis and real-life evidence, I found it more convincing and remembered it longer. Since then, I have been more careful on the road."

Although the system of signs and road markings has been adjusted synchronously according to new standards, in reality, there are still a number of traffic participants who do not fully understand the meaning and how to identify them, especially with the solid white line running along the curb - that is line 3.1.
This lack of understanding leads to fear or incorrect compliance, creating risks of insecurity and unwanted penalties.

According to Lieutenant Colonel Hoang Manh Hung - Deputy Head of the Provincial Traffic Police Department, based on the National Technical Regulation QCVN 41:2024/BGTVT issued with Circular 51/2024/TT-BGTVT of the Ministry of Transport (old), line 3.1 has the function of limiting the outer edge of the roadway or separating the lane between motor vehicles and non-motorized vehicles.
During traffic, vehicle drivers are allowed to cross this line if absolutely necessary, provided that they give way to non-motorized vehicles and ensure absolute safety.
The public disclosure and transparency of professional information on the official press platform has contributed to clarifying easily misunderstood points in traffic practice, while helping people feel more secure and confident when traveling on newly re-planned routes.
This is an effective way, demonstrating the proactive, people-friendly and practical spirit of the Traffic Police force in applying the regulations of Decree 168 into life in a flexible and accessible way.

Along with promoting propaganda work, the Traffic Police force of Nghe An province also quickly deployed appropriate plans to adapt to the new organizational model after there will no longer be district-level police from March 1, 2025.
With the goal of not leaving gaps in the force and not leaving areas unattended, the Provincial Traffic Police Department has proactively established local working groups, taking full responsibility for ensuring traffic order and safety in areas previously under the responsibility of the District, Town and City Police.

Specifically, in newly merged wards such as Thanh Vinh, Truong Vinh, Vinh Hung, Vinh Phu, Vinh Loc, after the Traffic Police Team under the City Police was dissolved, a part of the officers and soldiers were transferred to the Traffic Police Department and organized into the Traffic Police Team of Vinh city.
Immediately after stabilizing the organization, this team quickly took over the task of patrolling, controlling, regulating traffic and handling violations on inner-city routes where traffic density is always high. Thanks to that, the work of managing traffic order and safety was not interrupted, contributing to maintaining safe and effective traffic.
Mr. Tran Huu Tuan, resident of Thanh Vinh ward, shared: “At first, I was worried that after the dissolution of the district police, traffic regulation would lack forces, especially at intersections with a lot of vehicles during rush hour. But in reality, the opposite is true, traffic police teams are still maintained regularly, especially at locations without traffic lights such as the intersection between Le Loi and Ly Thuong Kiet streets. Thanks to that, the congestion has been significantly reduced.”

Not only stopping at the task of regulation, the local teams also focus highly on handling violations - especially violations of alcohol concentration, speed, going in the wrong direction, not obeying traffic lights... These are common violations, with a high risk of causing accidents, especially in the context of transferring the organizational model, a part of the people subjectively think that inspection and handling will be more lax.
In fact, the Traffic Police force not only maintains but also tightens the inspection and handling work. Typically, on the evening of June 20, at the alcohol concentration checkpoint on Tran Hung Dao Street (Thanh Vinh Ward), in just 2 hours, the working group discovered many violations.
Among them, Mr. N.D.A, residing in Thanh Vinh ward, was fined 7 million VND for violating alcohol concentration and had 4 points deducted from his driver's license.
“I was subjective because I thought the traffic police force had not yet set up checkpoints after reorganizing the apparatus. I didn’t expect to be inspected as strictly as usual. This time I lost a month’s salary, so I really learned a profound lesson,” Mr. A. shared.


Not only in the old Vinh City area, but also on the basis of the Traffic Police Teams of the previous districts and towns, after the abolition of the district level, flexible, closed-off local teams have been formed for each area. Thanks to that, the patrol and control work on national highways, provincial roads and key localities continues to be maintained regularly and in depth.
Captain Vo Duc Hoang - an officer of the local team (formerly Thanh Chuong district) of the Road Traffic Police Team No. 5, said: "Although there is no longer a district-level police force, the work of ensuring traffic order and safety in the locality is still carried out seriously. We always maintain continuous patrols and handling, especially with violations of alcohol concentration, which often appear at noon, evening or on weekends and holidays."

On the people's side, Mr. Ngo Quoc Cuong, residing in Quy Hop commune, suggested: "Traffic police should continue to regularly publicize the results of patrols and handling of violations in the area, because this will help increase deterrence and avoid subjectivity among the people."
In fact, the reorganization of the apparatus does not interrupt the work of ensuring traffic safety, but is also an opportunity to restructure the force in a more streamlined, flexible and effective direction. Previously, the Traffic Police Department was only in charge of national highways, but now it has taken on additional responsibility for all roads in the province.
To successfully complete this expanded task, the Traffic Police Department has proactively developed an organizational plan suitable to the characteristics of each area, closely coordinating with the Commune Police, and promptly grasping and handling situations arising at the grassroots level.
The deployment of local teams helps the traffic police force to be present in each area, ensuring that no violations are allowed to escape and no hot spots occur. We firmly adhere to the motto "no forbidden zones, no exceptions" in handling violations, especially with driving after drinking alcohol, which is the direct cause of many tragic accidents."
