(Baonghean.vn) – On the afternoon of September 24, under the chairmanship of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Xuan Duong, the Provincial People's Committee continued its regular September meeting to give opinions on a number of other important issues. Attending were Vice Chairmen of the Provincial People's Committee, members of the committee, and leaders of departments, branches and sectors.

Comrade Nguyen Van Do - Director of the Department of Planning and Investment reported on the implementation of infrastructure investment and proposed that from October 2015, a review be conducted to adjust, transfer and withdraw slow-progressing projects according to the principles and regulations of the operating mechanism.

At the beginning of the working session this afternoon, the Director of the Department of Planning and Investment reported on the situation of basic construction investment in the first 9 months of the year, and discussed the plan for the last 3 months of 2015. The total volume of implementation in the first 9 months is estimated at 2,662,681 million VND, reaching 79.09% of the plan; the estimated disbursement is 73.09% of the plan. The settlement of construction investment capital has had positive changes. The Department of Finance has urged departments, branches, investors, and district People's Committees to continue to resolutely implement Directive 27/CT-TTg of the Prime Minister and Decision 1738/QD-UBND of the Provincial People's Committee. As of August 31, financial agencies at all levels have reviewed and approved the settlement of 1,618 projects.

However, up to now, there are 239 projects allocated capital for basic construction investment from the provincial budget with a capital plan of 387,196 million VND that have not yet sent payment documents to the State Treasury. Some newly started projects are still slow in implementing investment preparation procedures.

Comrade Nguyen Quang Trach - Member of the Provincial Party Committee, Chief of the Provincial People's Committee Office, said that extending projects is an issue that needs attention because many contractors "dodge" to add scale, leading to an increase in total investment compared to the approved project.

After listening to the report of the Department of Planning and Investment, delegates focused on discussing solutions to implement the 2015 construction investment plan and prepare the 2016-2020 medium-term public investment plan and the 2016 investment plan.

Strictly implement the procedures and regulations of the Law on Public Investment on issuing investment policies, on outstanding debts in basic construction, and have sanctions to handle investors and contractors in violations of basic construction investment. The Chairman of the Provincial People's Committee also requested relevant departments and branches to continue to strictly implement project adjustments and contract extensions in accordance with regulations. When adjusting the contract implementation time, it is necessary to clearly appraise the source of capital to pay for the increased value caused by the adjustment of the contract implementation time before submitting to the competent authority for contract implementation extension; Do not extend the contract implementation time for projects whose contract implementation time has expired, especially projects that have lasted more than 10 years.

Also this afternoon, the Provincial People's Committee listened to and commented on the draft decision of the Provincial People's Committee on promulgating regulations on price management in the province (amending Decision No. 77/2010/QD-UBND dated October 8, 2010 of the Provincial People's Committee on promulgating regulations on price management in the province) reported by the Department of Finance; commented on the design (second time) of the construction drawing for the project to upgrade the memorial house of President Ho Chi Minh at the Kim Lien relic site, part of the planning to preserve and embellish the Kim Lien historical and cultural relic site associated with tourism development reported by the Department of Culture, Sports and Tourism.
