Implementing grassroots democracy regulations associated with Party Congresses at all levels for the 2020-2025 term

On the afternoon of January 2, the Provincial People's Committee held a meeting of the Steering Committee for implementing the Grassroots Democracy Regulations, summarizing activities in 2019 and deploying tasks in 2020.

109 bright spots for implementing grassroots QCDC have been built.

In 2019, the construction and implementation of grassroots QCDC achieved many results. The activities of organizations in the political system continued to be innovated in content and methods towards being close to the people, respecting the people, being responsible to the people, creating consensus in society; thereby contributing to strengthening people's trust in the Party and local authorities.

At state administrative agencies, implementing grassroots QCDC is associated with Project 09 of the Provincial Party Standing Committee on "Arranging the organizational apparatus, streamlining the payroll and restructuring the staff, civil servants and public employees to improve the effectiveness and efficiency of the political system of Nghe An province in the period of 2018 - 2021 and the following years". The whole province has 8/21 units implementing the Head of the Mass Mobilization Committee who is also the Chairman of the District Fatherland Front Committee. The whole province has reduced 6,998 payrolls, reaching 10.3% of the total payroll of the whole province.

At communes, wards and towns, the implementation of grassroots QCDC is associated with the emulation movements "Skilled mass mobilization", "All people unite to build a cultural life". In particular, in 2019, the implementation of grassroots QCDC is focused on the merger of communes and hamlets; to date, the merger of hamlets, villages and hamlets has been basically completed.

Up to now, in the whole province, people have contributed more than 6,658 billion VND, more than 8 million m²land and more than 6.3 million working days to implement the National Target Program on New Rural Construction. 89 new projects were granted with a total registered capital of VND 13,776.9 billion, an increase of 32% over the same period in 2018.

In 2019, the whole province built 109 bright spots in implementing grassroots QCDC.

At the conference, members agreed and said that the construction and implementation of grassroots QCDC has clearly demonstrated the people's mastery, creating an atmosphere of excitement, solidarity and trust among cadres, party members and people; creating conditions for cadres to be close to the people, respect and absorb people's opinions, raise awareness, responsibility and effectiveness in overcoming bureaucracy and disregard for people...

At the same time, members of the Steering Committee for the implementation of the grassroots QCDC also proposed some ideas on the implementation method in the coming time. In which, it is necessary to change the training method, identify the focus of the training subjects, in order to improve the professional skills of the grassroots QCDC implementation team, especially those who directly contact the people.

In the development trend of social networks, establishments need to create information channels, publicize what people need to know through social networks, increase interaction, and listen to feedback from people.

Comrade Nguyen Nam Dinh - Secretary of the Party Committee of the Provincial Agencies Bloc suggested that in the coming time, it is necessary to do a good job of receiving citizens, as well as attending the activities of the Party cells of the bloc, hamlets, and villages, in order to ensure the seriousness and exemplary role of the superiors. In addition, in the process of directing and supervising the implementation of the grassroots QCDC, it is integrated into professional activities and Party building work, because reality shows that any unit that does a good job of Party building will implement the grassroots QCDC very well.

Concluding the conference, comrade Le Hong Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for Grassroots QCDC outlined a number of key tasks to be implemented in 2020, especially linking the implementation of Grassroots QCDC with the Party Congresses at all levels for the 2020-2025 term, including promoting democracy and people's intelligence in contributing ideas to the draft political report.

Implementing grassroots QCDC in conjunction with socio-economic development; National Target Program on New Rural Construction; building civilized urban areas, promoting the role and responsibility of leaders of organizations in the political system and the team of cadres and civil servants at the grassroots level;

Implementing grassroots QCDC in conjunction with administrative procedure reform and government mass mobilization work. Strengthening direct dialogue between heads of Party committees, heads of State agencies at all levels with the people, employers with employees according to regulations. Focusing on resolving complaints and petitions, urgent and prominent cases arising from the grassroots.

Comrade Le Hong Vinh proposed promoting the people's mastery, as well as promoting democracy in State agencies, enhancing the responsibility of each agency, strengthening internal inspection and evaluation work. Implementing well the supervision and social criticism of the Fatherland Front and mass organizations; fighting against corruption, waste, bureaucracy, and detachment from the people of a number of cadres, civil servants and Party members.
