Overview of the working session

The report on the implementation of the Resolution of the 26th Quynh Luu District Party Congress, presented by comrade Le Duc Cuong, Secretary of the District Party Committee, showed that: During the 2010-2015 term, the district had many advantages: stable political and social situation. Quynh Luu implemented Resolution No. 47/NQ-CP dated April 3, 2013 of the Government on adjusting administrative boundaries to establish Hoang Mai town. The district's socio-economy continued to develop, political security, social order and safety were ensured, and the work of building the Party and the political system achieved many important results. The economic sector grew quite well, with an average growth rate of 6.57%; The economic structure shifted in a positive direction: Agriculture: 46.73%; Industry - construction: 21.38%; Services: 31.89%. Total development investment capital for the 2013-2015 period reached 6,628 billion VND; Effectively implemented 5 key programs...

The report also pointed out some shortcomings and limitations: Although the economy has a fairly good growth rate, it is not commensurate with its potential, the economic restructuring is still slow and unstable. Of the 21 groups of socio-economic indicators, 3 indicators were not achieved (economic structure; national standard schools; natural population growth rate). There were 3 indicators on party building and the political system that were not achieved (admission of party members; elimination of white hamlets without party cells and party members; indicator of building a strong district party committee). The goal of the 2015-2020 term, Quynh Luu determined to strive to build Quynh Luu into a new rural district by 2020.

After listening to the comments of the comrades in the Provincial Party Committee, leaders of relevant departments and branches, the Provincial Party Secretary concluded, acknowledging the efforts of the Party Committee and people of Quynh Luu district in the 2010-2015 term... However, compared to the results achieved in the economic field, it is still not commensurate with the district's potential in terms of natural conditions, geographical location and valuable human resources. Orienting for the next term, the Provincial Party Secretary noted that Quynh Luu needs to emphasize 5 key programs to create a breakthrough in the 2015-2020 term: Quynh Luu needs to continue applying scientific and technological advances to improve efficiency in agricultural production, especially high-value crops such as medicinal herbs, clean vegetables...; develop offshore aquaculture and fishing; develop small-scale industries, craft villages, develop small industrial parks to attract investment; develop sea tourism associated with spiritual tourism; promote new rural construction; human resource development...
