Implement well the policy of protecting rice-growing land according to Decree 42/CP
(Baonghean) - On the afternoon of July 29, Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee chaired a working session with relevant departments to listen to the implementation of the policy on protection and development of rice-growing land according to Decree No. 42 of the Government on management and use of rice-growing land. Attending the meeting were representatives of the Departments of Agriculture and Rural Development, Finance, Natural Resources and Environment, and People's Committees of districts, cities and towns.
During the 3 years (2012 - 2014) of implementing Decree No. 42 of the Government on management and use of rice-growing land, the Department of Agriculture and Rural Development has coordinated with departments and branches to advise the Provincial People's Committee to issue documents on policies on protection and development of rice-growing land. The People's Committee of Nghe An province has allocated 91,062 million VND in support funds for localities. Based on the allocated funds, the People's Committees of districts, cities and towns have made payments to farmers and allocated funds to invest in construction, maintenance and repair of infrastructure works in production areas; support agricultural extension activities, build and disseminate new production models.
However, in general, the implementation in many districts is still slow, not properly implementing the regulations and instructions of the Central Government and the province. Concluding the working session, comrade Dinh Viet Hong affirmed: Decree No. 42 of the Government is a good policy, however, the implementation of localities is not drastic, so the results are still limited, not ensuring the requirements. In order to promptly remove difficulties and obstacles, the Department of Agriculture and Rural Development is requested to coordinate and direct localities to urgently organize the review and re-examination of the area of rice land in the area; develop a master plan for reclamation, restoration, and improvement of rice land and other cultivated land according to Circular 30 of the Ministry of Agriculture and Rural Development; deploy investment in construction, maintenance of infrastructure works in rice production areas and support agricultural extension activities, build and disseminate new effective production models. The Department of Natural Resources and Environment shall promptly provide statistical data on rice land in 2012 and 2013 of districts, cities and towns to have a basis for allocating funding sources in 2014, building budget estimates for 2015 and as a basis for requesting additional funding for the 2013 shortage. The Department of Finance shall guide localities in settling support funds according to this policy.
Regarding the establishment and approval of the list of farming households entitled to support policies for the protection and development of rice land, the Department of Finance shall advise the Provincial People's Committee to seek opinions from the Ministry of Finance and relevant ministries and branches; communes shall establish a list of households and individuals entitled to the policy; localities shall use the sample design to invest in, construct, maintain and repair infrastructure works in rice production areas.
