Implement well the work of planning and developing urban systems

In 2014, the construction production value at current prices is estimated to reach 849 trillion VND, up 10.2% compared to 2013; the added value of the construction industry at 2010 comparable prices is estimated to reach 161.87 billion VND, up 7.907% compared to 2013 and accounting for 6% of the country's GDP. Other indicators such as urbanization rate, average housing area nationwide, coverage rate of general urban construction planning, total cement output, clinker consumption... basically all reached and exceeded the set plan.

As of December 15, 2014, in the real estate and construction business sector, there were 142 newly licensed projects with a total newly registered and increased investment capital of 3,130 million USD. Attention was paid to the management of construction investment. The inspection and control of construction quality continued to be strengthened, especially projects using state capital, thereby ensuring the quality of basic construction works, with 97% of the works meeting requirements and eligible for use. Planning work has received increasing attention, to date, 15 inter-provincial regional construction plans have been approved by the Prime Minister; 60/63 provinces have approved provincial regional construction plans; 100% of urban areas have approved general plans; 94.9% of communes have new rural construction plans. Urban development management has achieved remarkable results. In particular, regulations have been adjusted and supplemented to develop diverse and harmonious housing types suitable to the needs and affordability of each target group, especially the social housing development policy.

At the conference, the Minister pointed out that in addition to the achievements, the construction industry still had many shortcomings last year. The quality of some construction projects was still low, the situation of loss, arrears, and slow progress in construction was still a pressing issue; the review, adjustment, and supplementation of some planning projects was still slow; the management and control of urban development was still lacking in determination... In 2015, it is necessary to focus on strengthening the inspection, supervision, and strict management of urban development projects, and implementing solutions to promote the real estate market in a stable and sustainable direction...

In 2014, Nghe An's construction production value reached 23,261 billion VND, up 4.95% over the same period; many key products of the construction industry increased compared to the same period last year. Many large projects were started; production value at current prices reached nearly 30,275 billion VND, up 7.16% over 2013. Investment resource mobilization increased sharply, estimated at about 36 billion VND for the whole year; the volume of construction investment from the state budget reached about 2,118 billion VND, government bonds reached about 1,088 billion VND. The Prime Minister has established and approved the Vinh City Master Plan for the period up to 2030, with a vision to 2050. The Project to build a statue of President Ho Chi Minh in Russia has been completed, and the construction of a monument to heroic martyrs in Nghe An province has been planned and approved. In 2015, Nghe An continued to do well in planning and developing the urban system, managing construction planning, concentrating resources to implement a number of key projects in transportation, construction...
