"To carry out the Campaign well, words must go hand in hand with actions"

"Studying and following the moral example of Ho Chi Minh" is a major campaign launched by our Party that has been implemented for 4 years, bringing many meanings and practical results. Nghe An Newspaper had an interview with Comrade To Hong Hai - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Deputy Head of the Standing Committee of the Provincial Campaign Steering Committee.

Reporter: Can you tell us about the outstanding results over the past 4 years of implementing the Campaign "Studying and following Ho Chi Minh's moral example"?

Comrade To Hong Hai:
After 4 years of implementing the campaign in the province, there has been a real change in awareness in the entire Party, the entire army and the entire people about Uncle Ho's ideology and moral example. It is a priceless spiritual asset of our Party and our nation that each of us needs to preserve, study and follow.

The campaign has been supported, voluntarily responded to and implemented by all classes of people. Our Party's launching of the campaign is correct and meets the wishes and demands of life, in terms of building a good moral foundation in the Party and in society. Never before has the need to study and follow Uncle Ho's moral example been talked about and mentioned so much everywhere and at all times as in the past 4 years. According to the results of a public opinion survey conducted by the Central Propaganda Department in 2008, the campaign "Studying and following Ho Chi Minh's moral example" was one of the 10 outstanding events of the year that the people were interested in.

Many outstanding collectives and individuals have been honored, commended and rewarded for their good performance in the Movement. The Women's Union of Quynh Luu district was awarded the Third Class Labor Medal by the President; 1 collective and 20 individuals were awarded certificates of merit by the Prime Minister; 27 individuals were awarded certificates of merit by the Chairman of the Provincial People's Committee.

The advanced models in reality are very diverse and abundant, including old and young, farmers and intellectuals. Although they differ in terms of conditions, fields of work, gender and age, they have one thing in common: they are recognized and honored by the masses and party members in their workplaces and residences.

The results achieved in studying and "following" Uncle Ho's moral example have had a direct impact on the implementation of political tasks, Party building, education and training of Party members of each locality, agency and unit. In 4 years of implementing the campaign, our province has mobilized more than 48 billion VND to contribute to various Charity Funds, Funds for the Poor, Gratitude Funds, etc.; and built and repaired more than 4,000 houses for poor households and the poor in the province.

Reporter: Sir, what are the limitations after 4 years of implementing the Campaign?

Comrade To Hong Hai:
Besides the efforts and results achieved are very valuable, in the process of implementing the Campaign also revealed some limitations that need to be overcome.

Firstly, there is an uneven awareness of the Movement. A number of cadres and party members have not yet realized the purpose and long-term goal of the Movement, which is to build a good moral foundation in the party and in society.

Second, some Party committees have implemented the Campaign in a general, perfunctory manner, lacking in self-awareness; the quality of activities of some Steering Committees; the leadership role of Party Committee Secretaries is unclear. Through inspections in some localities, agencies have not included the content of implementing the Campaign in the annual work program of Party Committees.

Third, a number of cadres and party members lack exemplary moral qualities, even commit corruption, bribery, and bureaucracy, affecting the people's trust in the Party and the success of the Movement.

Fourth, among the typical advanced individuals, the majority are at the grassroots level, while the proportion of cadres who are leaders at all levels and in all sectors is still very low, which has limited the spread of the Movement and has not met the desires and demands of the people.

Fifth, the propaganda work of the Campaign, the setting of good examples of good people, good deeds, and good practices, at times and in some places, is not good and not timely, which has limited the spread of the Campaign.

Reporter: What should we do to make the Movement more practical, more in-depth and have a strong influence among the people, comrade?

Comrade To Hong Hai:
The campaign "Studying and following Ho Chi Minh's moral example" is determined to be carried out long-term, regularly and continuously. Uncle Ho's moral example is the morality and reason for living of every person, and is the development and good trend of our society.

Therefore, it is necessary to create better awareness of the requirements for implementing the Movement, making the Movement truly go into depth, with the self-awareness of each level, each sector, and each individual from party members to leaders.

To carry out the Campaign well is to overcome the existing problems of moral degradation in the Party and in society; the current negative, bureaucratic, and corrupt situation of a number of Party cadres and members has been and is reducing the people's trust in the Party. To carry out the Campaign well is to say what you do, to be convinced, to have the people's trust in Party members and leaders. To do so, in the coming time, we must combine the implementation of the Campaign with the task of building a clean and strong Party in each Party organization from the grassroots to the Provincial Party Committee; to continue to improve the leadership capacity and fighting strength of the Party as the general goal set forth by the 17th Provincial Party Congress and the National Party Congress.
