Direct the People's Committees at commune level to organize the collection of road maintenance fees for motorbikes according to the assigned estimates; strive to complete the 2015 collection estimate as well as collect road maintenance fees in 2013 and 2014 by June 30, 2015 and consider this a political task and a criterion for evaluating local emulation.
