- Good work, must be done. That is the opportunity to objectively and accurately assess the capacity and sense of responsibility of the key staff elected by the People's Council and also an opportunity for each staff who is voted for confidence to review themselves through the ballots.

- You are absolutely right, but the opportunity to evaluate cadres is not only through the vote of confidence. At the end of each year, Party committees at all levels conduct evaluations and classifications of cadres and Party members. Agencies and units conduct annual labor elections according to the levels of completion, good completion and excellent completion of tasks. Are these methods inaccurate and lacking in objectivity?

- Of course, there are many ways to evaluate cadres, but the level of accuracy and objectivity is not as desired.

- Why?

- Because sitting in front of each other to comment and evaluate each other, it is difficult to speak frankly and honestly. As for voting for the year-end emulation title, as you know, every year, the agency leaders and department heads are always excellent while the subordinates share the rest. How can there be objectivity and high accuracy like that? As for the vote of confidence, which is conducted by the People's Council delegates in the form of secret ballot, it will certainly be more honest and accurate.

- That's right! That's why some people call the vote of confidence a "strong test" for leaders and managers. The result of the vote of confidence is one of the important bases for relevant agencies and organizations to evaluate, arrange and use cadres in accordance with the qualities, abilities and contribution of each person, especially at the present time, when competent authorities are strengthening the work of cadre planning.

- That's what I said. I just hope that after a period of "trial medicine" if "the illness does not improve", then there must be "real medicine". If not...

- At the end of each year, it will continue to be assessed that "the staff still has many limitations, weaknesses and inadequacies compared to the requirements of the tasks in the new situation".
