Commenting on the China National Offshore Oil Corporation (CNOOC) inviting bids for exploration and exploitation in 9 blocks in the East Sea, US Senator Joe Liberman said on June 28 that this is a baseless and unprecedented statement.

Senator Liberman said: "This is a provocative act, in retaliation for Vietnam's actions.Maleasserted its legal rights in domestic law last week. Such provocative rhetoric must stop."


Senator Liberman's speech was given on the second day of the East Sea conference organized by the Center for Strategic and International Studies (CSIS), USA inWashington, on June 27 and 28.


He said it was really important that ASEAN try to come up with a code of conduct for the South China Sea, to reduce the possibility of escalation in the region, to allow for a peaceful, mutually beneficial resolution of disputes in accordance with international law before they can lead to misunderstandings, which always have the potential to turn the situation from rhetoric to actual violence.


Regarding the disputes in the East Sea, Senator Liberman said that all parties need to acknowledge that disagreements can only be resolved on the basis of international law.


On the contrary, he said, "trying to resolve disputes based on dueling historical claims is a recipe for continued disagreement, continued tension and the risk of violence."


Previously, in the discussion sessions on June 27, CNOOC's invitation to bid for 9 blocks in the East Sea was also discussed by some scholars, who affirmed that these blocks are within Vietnam's 200-nautical mile exclusive economic zone.
