The Standing Committee of the Central Party Secretariat worked with the leaders of Nghe An province on 10 years of implementing Conclusion 20-KL/TU

(Baonghean.vn) -On the afternoon of July 1, in Hanoi, the Standing Committee of the Central Party Secretariat worked with the Standing Committee of Nghe An Provincial Party Committee to prepare for the Politburo's working session with the Standing Committee of Nghe An Provincial Party Committee on 10 years of implementing Conclusion No. 20-KL/TU of the Politburo (Term IX) on Nghe An.

The working session was chaired by comrades: Le Hong Anh - Politburo member, Standing member of the Secretariat; Nguyen Thi Kim Ngan - Politburo member, Vice Chairwoman of the National Assembly. Also working were comrade Phan Dinh Trac - Party Central Committee member, Deputy Head of the Central Internal Affairs Commission and representatives of leaders of a number of central ministries and branches.

On the provincial leadership side, there were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee; Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee; leaders of the Department of Planning & Investment; Provincial Party Committee Office, Provincial People's Committee Office.

On behalf of the Standing Committee of Nghe An Provincial Party Committee, comrade Ho Duc Phoc reported on the results of 10 years of implementing Conclusion 20-KL/TU of the Politburo on Nghe An, and the goals and solutions until 2020. Accordingly, after Conclusion 20-KL/TU on Nghe An and a number of Decisions of the Government, Nghe An province issued 25 programs and projects, established a Steering Committee to implement the Conclusion and Decisions. The province's economy continued to grow well and shifted in the right direction: compared to 2012, in 2013 the proportion of agriculture decreased from 38.18% to 26.64%; industry and construction increased from 26.03% to 31.95%; services increased from 35.79% to 41.41%. Annual budget revenue increased significantly: from 1,570 billion VND (2003) to 5,692 billion VND, 3.62 times higher (2012).

Provincial Party Secretary Ho Duc Phoc reported on the implementation results of Conclusion 20.

Vinh City is recognized as a class 1 urban area, a growth engine and solves important tasks of economic development of the province and the region; the socio-economic situation of Western Nghe An has had clear changes, forming concentrated raw material and livestock areas, industrial scale associated with processing industry such as tea, sugarcane, rubber, dairy farming... Attention has been paid to infrastructure planning and construction; mobilizing resources, attracting investment and developing enterprises has developed strongly; education and vocational training have had many clear changes; people's health care has made much progress; Party building and political system building have been strengthened and consolidated...

However, the report also pointed out that economic growth and economic restructuring are still slow and unsustainable; quality, efficiency and competitiveness are low, not commensurate with the potential and development requirements of the province; some targets have not yet reached the set targets; investment attraction and business development have made great efforts but the results have not been commensurate with the potential; some pressing issues in the fields of culture, society, security and order have not been well resolved... To continue implementing Conclusion No. 20-KL/TW in the coming time, Nghe An proposes to the Central Government a number of mechanisms and policies to continue implementing the Conclusion until 2020.

At the meeting, after listening to the opinions of representatives of leaders of a number of relevant ministries and departments, comrade Le Hong Anh - Politburo member, Standing member of the Secretariat highly appreciated Nghe An's preparation for the meeting, agreed with the assessment report on the implementation of the province's Conclusion and the contributions of representatives of leaders of central ministries and departments. However, up to now, Nghe An is still a poor province, the economic growth rate has not reached the set target, people's lives, especially in ethnic minority and mountainous areas, are still difficult; the structure of revenue sources is not stable; per capita income is still low; investment attraction is still limited;...

Comrade Le Hong Anh - Standing member of the Secretariat noted: Nghe An has not yet created resources to attract investment, the province needs to mobilize investment resources well... Regarding the direction in the coming period, Nghe An needs to base on the actual situation to set reasonable goals and targets; need to focus on areas where the province has strengths such as developing high technology in the Western region and some valuable seedlings; promote the development of tourism, services, agricultural and forestry processing industry; focus on solutions for hunger eradication and poverty reduction, improving people's lives..., striving to escape poverty by 2020, Nghe An will become a well-off province. The comrade agreed with Nghe An's recommendations and suggested that the Politburo issue a Resolution on Nghe An./.
