(Baonghean.vn) - On the afternoon of January 31, the Standing Committee of the Provincial People's Council held a regular meeting in January 2023 to give opinions on the proposed list of resolutions to be issued in 2023 submitted by the Provincial People's Committee and to deploy key tasks in February 2023.

Need to review and supplement some resolutions

At the meeting, based on the list of 35 resolutions issued in 2023 (including 15 legal resolutions and 20 individual resolutions) submitted by the Provincial People's Committee for comments from the Standing CommitteeProvincial People's Council, the meeting participants agreed with high consensus.

In addition, from practical operations, many opinions also proposed that the Provincial People's Committee continue to direct provincial departments, branches and sectors to review and supplement the list of resolutions that need to be issued in 2023 to meet the general management requirements of the province as well as to resolve the shortcomings and difficulties. Such as supplementing the Resolution on budget estimates and allocation; Resolution on approvalprovincial planning; Resolution on supporting funding for mobile trials; Resolution on supporting civil servants doing administrative reform work at the Provincial Public Administration Service Center and district-level “one-stop shop”...

On the other hand, the Provincial People's Committee also needs to direct departments and branches to proactively review, adjust, and supplement a number of draft resolutions that have been issued or abolish resolutions that have expired, resolutions related to small and fragmented policies, etc.

Some opinions participating in the discussion said that the effective date of the resolution on support policies for forest owners to carry out forest management and protection in Nghe An province until 2025 should not be set when promulgated to ensure flexibility in the implementation process.

However, there are opinions that setting a fiscal year is necessary to calculate the total budget to ensure the implementation of the resolution, and at the same time, to have a benchmark to evaluate the implementation of the resolution in practice. On the other hand, it helps to overcome the situation where the resolution is issued for a long time without being reviewed for adjustment, supplementation or abolition.

Discussion opinions at the meeting also proposed that the time to submit to the Provincial People's Council for consideration and approval of the resolution regulating policies to support facilities and teach swimming for children in Nghe An province should be implemented at the thematic meeting scheduled to be held in March 2023 for immediate application this summer.

Some opinions are also concerned about the process of drafting resolutions to submit to the Provincial People's Council to ensure quality; the coordination between the Provincial People's Committee and the Provincial People's Council in the process of preparing draft resolutions.

Continue to innovate and improve the quality of activities of the Provincial People's Council

Regarding the proposed list of resolutions of the Provincial People's Committee to be submitted to the Provincial People's Council for consideration and approval at meetings in 2023, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council emphasized the requirement to have a methodical approach.

To do so, the Provincial People's Committee and the Provincial People's Council must proactively coordinate to review and clearly identify the list of resolutions issued by the People's Council with a strict process, ensuring the preparation of draft resolutions on schedule and with quality; associated with reviewing to adjust, supplement or abolish expired resolutions.

Regarding the key tasks of February 2023, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council requested the Standing Committee, the Provincial People's Council committees, the Office of the National Assembly Delegation and the Provincial People's Council to focus on implementing the work of February, the first quarter and the work of 2023 with the key task of continuing to implement the Project to improve the quality and efficiency of the activities of the 18th Nghe An Provincial People's Council, term 2021-2026.

In particular, it is required to accelerate the progress of ongoing or unimplemented work related to innovation and improving the quality of voter contact; coordinate the development of software to receive, manage, and monitor the results of handling voters' petitions and the results of handling petitions of the Provincial People's Council's supervisory delegations; continue to vigorously implement digital transformation in the activities of the Provincial People's Council, establish a working group on digital transformation, etc.

At the same time, coordinate with the Provincial National Assembly Delegation and the Provincial People's Committee to collect comments on the draft of the revised Land Law with quality; implement monitoring activities according to the program and plan; proactively prepare good content to organize the thematic session of the Provincial People's Council in March 2023 with many key contents, including the resolution to approve the provincial planning to 2030, with a vision to 2050./.
