Standing Committee of Provincial People's Council surveys and resolves voters' petitions in Do Luong

(Baonghean.vn) - Continuing the Plan to survey the settlement of voters' recommendations related to the cultural and social fields, on the morning of August 20, the Standing Committee of the Provincial People's Council chaired by Comrade Nguyen Xuan Son - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council had a working session in Do Luong district.

Comrade Truong Hong Phuc - Secretary of the District Party Committee, Chairman of the District People's Council affirmed that the district has seriously received and promptly resolved voters' recommendations under the district's authority.

According to the report of the leaders of Do Luong district, in recent times, the People's Council and People's Committee of the district have strengthened and conducted many inspections and supervisions of medical examination and treatment at the District General Hospital, the Medical Center and commune health stations, contributing to increasingly better meeting the medical examination and treatment needs of the people. However, the process of handling administrative procedures for patients covered by health insurance at medical facilities must follow procedures, take a lot of time, causing a waiting mentality for patients. There are times when the patient flow is high, medical staff are overloaded, easily causing misunderstandings leading to voters reflecting on the lack of enthusiasm in the examination and treatment of patients covered by health insurance.

Regarding voters' reflection on difficulties in requesting referrals at the District General Hospital, the District People's Council and People's Committee have inspected and confirmed that the hospital has complied with regulations. However, some patients still want to go to higher levels for treatment, while the hospital performs examination and treatment according to technical classification, causing frustration among the people.

Comrade Nguyen Minh Hanh - Vice Chairman of the District People's Committee said that every year, the district has also organized many monitoring sessions of the activities of medical facilities in the area to promptly direct the overcoming of shortcomings and limitations in medical examination and treatment and patient service.

One issue that Do Luong voters proposed was related to the implementation of Decision No. 14/2014/QD-UBND of the Provincial People's Committee, which did not allow the appointment of treasurer and clerk positions, causing difficulties for the grassroots. According to the proposal of Do Luong district, the treasurer position should be replaced with the position of Internal Affairs - Emulation - Reward, Religion, Ethnicity; at the same time, the tasks of Internal Affairs, Emulation - Reward, Religion, Ethnicity should be transferred to 2 civil servants of the Office - Statistics.

Voters also recommended that there should be an allowance regime for the Standing Committee of mass organizations at the hamlet level; and an allowance regime for medical staff in blocks of towns to enjoy according to the general allowance regime for village and hamlet health care.

Comrade Tran Quoc Chung - Deputy Head of the Economic - Budget Committee of the Provincial People's Council requested the district to clarify a number of issues of concern to voters.

Comrade Nguyen Tat Cu - Director of Do Luong Social Insurance explained and clarified the issue that voters suggested regarding the complicated process of making family health insurance cards.

Concluding the meeting, Comrade Nguyen Xuan Son highly appreciated the role of the People's Council, People's Committee and sectors in resolving voters' petitions. At the same time, he requested the district to continue improving the quality and efficiency of the government apparatus, People's Councils at all levels; the activities of sectors, agencies and units, increasingly better meeting the legitimate aspirations of the people.

Comrade Nguyen Xuan Son also emphasized: The district needs to focus on solutions to improve the quality of medical examination and treatment; to improve and enhance the service spirit of the staff working in medical facilities, to better meet the needs of patients. The referral work must be carried out in accordance with regulations and expertise, and diseases and types of diseases that are beyond the hospital's professional capacity should not be retained; at the same time, it is important to explain to patients. It is important to review funding sources as well as the effectiveness of training on hunger eradication and poverty reduction to have appropriate content, meeting the real needs of the grassroots, contributing to promoting economic development at the grassroots level.

Regarding issues under the authority of the province and the Central Government, the survey delegation received, synthesized, researched, and reflected to competent levels and sectors for consideration and supplementation in accordance with reality, meeting the legitimate wishes of voters./.
