The Standing Committee of the Provincial People's Council solicits comments on the Draft Amendment to the 1992 Constitution

(Baonghean.vn) -This morning, March 1, under the chairmanship of comrades: Dinh Thi Le Thanh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Tran Van Mao - Standing Member of the Provincial People's Council, the Standing Committee of the Provincial People's Council held a Conference to collect comments on the Draft Amendment to the 1992 Constitution.

Attending the conference were representatives of provincial agencies, departments and branches; Standing Committees of People's Councils of some districts, cities and towns; provincial leaders of different periods; representatives of scientists and voters.



Overview of the Conference.

At the conference, many delegates affirmed that the revised Draft this time is more coherent, specific, and closer to reality in terms of structure and content. However, some contents of the draft are unclear and do not demonstrate strong innovation. Many opinions focused on stating: The "Preface" is still long, listing and recounting many achievements and contributions without stating the basic ideas of the Constitution, and without clearly identifying the subject of establishing the Constitution. Therefore, the agency drafting the Draft Constitution needs to consider to state the necessity, objective and subjective requirements of amending the Constitution at this time.

Regarding specific contents, some delegates said: it is necessary to clearly affirm that the Communist Party of Vietnam is the only political party, the force leading the State and society; add more Party organizations and Party members operating according to the Constitution and the Party Charter; add the Vietnam Fatherland Front and its members as the political foundation of the people's government. This amended Constitution also needs to expand the people's direct democratic rights with a mechanism to consult people's opinions; the people's right to direct election. It is proposed to remove the phrase "minority" written in Article 5 "to create conditions for all ethnic minorities to promote their internal strength and integrate into the common development of the country; remove the word "people" and replace it with the word "voters" to form the People's Council elected by local voters, not the people....

Many delegates focused their comments on human rights, basic rights and obligations of citizens; local government; constitutional council, national election council, state audit; related to the economic and land sectors... In addition, delegates also suggested amending and editing some sentences and words to ensure a more concise and concise writing style.

Concluding the conference, Comrade Dinh Thi Le Thanh sincerely thanked the delegates for their responsible and dedicated comments. At the same time, she requested departments, branches, unions and district levels to continue to strengthen propaganda work, mobilize people to contribute comments to the Draft Amendment to the Constitution with higher quality. Strengthen inspection and supervision work, create all conditions, and remove obstacles in the process of collecting comments. The comments will be compiled by the Standing Committee of the Provincial People's Council and reported to the Steering Committee for collecting people's opinions on the Draft Amendment to the 1992 Constitution of the province.
