CLEARLY ASSESS THE RESULTS OF ADMINISTRATIVE REFORM WORK
The monitoring delegation will be led by Vice Chairman of the People's Council of Nghe An province Nguyen Nhu Khoi. The purpose is to clearly assess the results achieved; the shortcomings, limitations, obstacles, and difficulties; determine the causes and responsibilities of authorities at all levels, relevant agencies, departments, and branches in administrative reform work in the province in the period of 2020-2022.

At the same time, through monitoring, it will recommend and propose tasks and solutions to better implement administrative reform work in organizations and units in the province in the coming time.
The delegation will conduct direct supervision at the Provincial People's Committee; Departments of Home Affairs, Construction, Planning and Investment, Transport, Justice, Natural Resources and Environment, Provincial Ethnic Committee; People's Committees of Vinh City, Thai Hoa Town, Quy Chau District and supervise through reports to the Departments of Finance, Culture and Sports, Education and Training; People's Committees of Anh Son, Do Luong, Ky Son districts, Cua Lo Town.

In particular, the delegation will focus on supervising the direction and administration related to the implementation of programs and plans of the Central, Provincial Party Committee (for the Provincial People's Committee), of the province (for the District People's Committee); the implementation of Resolution 05-NQ/TU dated December 14, 2021 of the Provincial Party Committee on promoting administrative reform in Nghe An province for the period 2021-2030 and Plan No. 5158/KH-UB dated December 30, 2021 of the Provincial People's Committee promulgating the Administrative Reform Program in the province for the period 2021-2030; building and applying models and initiatives; information and propaganda work; inspection, examination, and urging of implementation...

At the same time, the Standing Committee of the Provincial People's Council will monitor the implementation results of administrative reform contents related to institutional reform, administrative procedures, organization of the State administrative apparatus, public financial service regime and building e-government and digital government.
Speaking at the discussion, Deputy Head of the Culture - Social Committee of the Provincial People's Council Luc Thi Lien suggested that it is necessary to identify the problems and outstanding units in the slow implementation of administrative reform in order to determine appropriate monitoring objects.

Deputy Head of the Provincial People's Council's Legal Committee Tran Dinh Toan suggested that in addition to the planned supervision contents, the delegation should seek additional opinions and suggestions to contribute to proposing solutions to improve the effectiveness of administrative reform in a more comprehensive and substantive manner.
CONSULTING FOR MORE OPINIONS FROM AGENCIES AND CONSULTING UNITS
Concluding this content, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy requested the Legal Committee of the Provincial People's Council - the presiding unit, to advise the monitoring delegation to review the documents and contents to ensure strictness; at the same time, agreed to invite more agencies to be monitored through reports and attend the direct monitoring session of the delegation with the Provincial People's Committee.

The Chairman of the Provincial People's Council also requested the monitoring team to work more with consultants and agencies such as: VCCI, Provincial Investment, Trade and Tourism Promotion Center... which are units that regularly approach and support investors in accessing public services to listen to their feedback and exchanges to have more information and data to develop solutions to propose and recommend to competent authorities through monitoring.
The Chairman of the People's Council of Nghe An province also requested that the administrative reform supervision delegation and the environmental protection law enforcement supervision delegation closely follow the plan and progress so that by May 2023 they will jointly supervise at the Provincial People's Committee. It is expected that the Chairman of the Provincial People's Council and the Chairman of the Provincial People's Committee will co-chair the meeting on these two contents.
Based on the discussion, the Standing Committee of the Provincial People's Council approved the plan and outline for supervision of administrative reform work in Nghe An province for the period 2020-2022.

Along with investing in infrastructure, Nghe An has been determined to create stronger and more substantial changes in serving people and businesses. In particular, focusing on promoting administrative reform, especially administrative procedure reform, shortening the time to carry out investment procedures; building awareness, responsibility, and public ethics of the staff and civil servants when handling procedures for businesses with the motto: "Fast - correct - effective", in the spirit of "Support - listening - understanding - friendly - enthusiastic".
In the near future, the province will establish a Steering Committee for administrative reform at all levels, headed by the head of the Party Committee. The establishment of a monitoring delegation of the Provincial People's Council on administrative reform in Nghe An province is another move demonstrating Nghe An's strong determination in administrative reform.
