The Standing Committee of Nghe An Provincial People's Council reviewed reports and draft resolutions submitted to the 4th Session.

REQUEST TO EXPLAIN AND CLARIFICATE MANY CONTENTS

The Standing Committee of the Provincial People's Council listened to and commented on the reports of the Provincial People's Committee on socio-economic development in 2021; tasks in 2022 and work in 2021; tasks in 2022; implementation of the public investment plan in 2021; public investment plan in 2022 and reports, draft Resolution on the socio-economic development plan in 2022; public investment plan in 2022; medium-term public investment plan for the period 2021-2025 (local budget source).

Through the review, opinions highly agreed with the content of the report on the implementation of the province's socio-economic tasks in 2021. The Provincial People's Committee closely followed Resolution No. 17/2020/NQ-HDND dated December 13, 2020 of the Provincial People's Council on the socio-economic development plan for 2021.

In the direction and administration of the Provincial People's Committee, there are many innovations, drastic, effective, focused, key points, demonstrating proactiveness and flexibility in directing and resolving situations, especially in disease prevention work.

Through the review, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to study and supplement a clearer assessment of the work of preventing and fighting the Covid-19 epidemic; the implementation of poverty reduction policies, child care and protection, and occupational safety and hygiene.

Some opinions suggested that the report should include additional limitations related to land management and use; the implementation of the Provincial People's Council Resolution on land recovery and conversion is still low; environmental protection, resource and mineral exploitation in the province; and a clear analysis of the ability to complete the estimated results in 2021.

The results of building national standard schools are expected to have 1,065 schools meeting the standards by the end of 2021, while as of November 15, 2021, only 962 schools have met the standards, with 103 schools still not meeting them. Along with that, delegates requested to analyze and evaluate to clarify the reasons why 6/28 targets of 2021 have not been met.

Regarding the 2022 Socio-Economic Development Plan, opinions agreed with the proposed goals, tasks, and main solutions; at the same time, it was recommended that the Provincial People's Committee strengthen the direction and coordination between sectors, levels, and localities in epidemic prevention and control; strengthen the direction and implementation of policies to support people and businesses; and create jobs for workers, especially workers returning to their localities.

Regarding the draft Resolution on the implementation of tasks in 2022: The basic opinions agree with the content of the draft Resolution. At the same time, it is recommended that the Provincial People's Committee closely follow the goals and tasks of Resolution No. 18/NQ-HDND dated December 13, 2020 of the Provincial People's Council on the 5-year socio-economic development plan 2021-2025 of Nghe An province to develop targets as well as set out tasks to ensure effectiveness and feasibility to strive for implementation.

Some opinions suggested reviewing a number of indicators for 2022 such as: Growth rate of total product in the province; State budget revenue; urbanization rate; reduction in poverty rate; number of communes meeting new rural standards.

Regarding the report on the implementation of the 2021 Public Investment Plan and the expected public investment plan for 2022, the Standing Committee of the Provincial People's Council proposed to supplement the principle of capital allocation for new projects starting construction in the period of 2021-2025, which must ensure sufficient capital ratio according to the provisions of the Law on Public Investment to ensure conditions for construction commencement;...

At the meeting, leaders of the Department of Planning and Investment, Natural Resources and Environment, Education and Training, Health, Finance... answered and clarified the contents after the review pointed out by the Standing Committee of the Provincial People's Council.

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy - Chairman of the Provincial People's Council basically agreed with the explanations and discussions of relevant departments, branches and leaders of the Provincial People's Committee.

In addition, the Chairman of the Provincial People's Council suggested that the preparation of the central report on socio-economics and thematic reports should be consistent in terms of assessment, content, and data. Along with that, it is necessary to analyze more carefully the reasons for the low implementation of the Provincial People's Council's resolution on land recovery and conversion, thereby finding solutions to effectively use land resources; at the same time, further analyze the causes of existing problems in mineral resource management.

Regarding the draft Resolution on the implementation of tasks in 2022, the Chairman of the People's Council of Nghe An province also proposed to add the implementation of Resolution 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, and at the same time prepare the contents to summarize Resolution 26 of the Politburo in conjunction with researching and proposing the issuance of new mechanisms and policies suitable to the reality of Nghe An. On the other hand, regarding the expected public investment plan for 2022, it is also necessary to clarify the allocation of capital sources with the view of having focus and key points.

At the working session, the Standing Committee of the Provincial People's Council also listened to and commented on the reports of the Provincial People's Committee on the results of handling voters' opinions and recommendations at the second session of the 18th Provincial People's Council; the implementation of Resolution No. 32/NQ-HDND dated August 13, 2021 of the Provincial People's Council on handling voters' opinions and recommendations at the 17th session of the 17th Provincial People's Council, term 2016-2021; on the implementation of Resolutions of the Provincial People's Council from the beginning of the 2021-2026 term.
