SERIOUSLY IMPLEMENT VOTER CONTACT WORK AFTER THE 14TH SESSION

The meeting aimed to evaluate the organization of the 14th session of the 18th Provincial People's Council, term 2021 - 2026, taking place from July 5 to July 7, 2023.

Accordingly, the preparation and organization of the session were generally carried out carefully, promptly, in accordance with regulations, ensuring progress and the set plan; the question and answer session was highly appreciated by voters and public opinion; the Provincial People's Council delegates actively and proactively participated in activities before, during and after the session.

Despite the large number of resolutions presented, the session promoted democracy and collective intelligence to discuss and decide on many important issues, creating a legal corridor to promote the socio-economic development of the province.

The above results were achieved thanks to the close and decisive leadership and direction of the Provincial Party Committee Standing Committee, the Provincial People's Council Standing Committee; the active and proactive activities of the committees, delegates, and delegations of the Provincial People's Council, especially the full-time delegates in preparing and organizing the session; the coordination between the Provincial People's Council Standing Committee and the Provincial People's Committee, the Provincial Fatherland Front Committee and relevant departments, branches and sectors was closely implemented; the advisory and service work of the Office of the National Assembly Delegation - Provincial People's Council, and the Office of the Provincial People's Committee ensured professionalism, timeliness and efficiency.

At the meeting, delegates discussed a number of related issues, such as the need to evaluate the contact with voters of the Provincial People's Council delegates before and after each session, thereby urging delegates to better fulfill their responsibilities as elected representatives; reviewing the participation of leaders of departments and branches during the verification process and at the session...

At the working session, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh also requested the Provincial People's Committee to proactively propose to the Standing Committee of the Provincial People's Council to organize a thematic meeting of the People's Council to promptly consider related contents; including adjusting and allocating additional capital for the National Target Program on new rural construction;...

The leaders of the Provincial National Assembly Delegation informed about the National Assembly's supreme supervision program in Nghe An related to the implementation of the National Assembly's Resolutions on national target programs: new rural construction, period 2021 - 2025; sustainable poverty reduction, period 2021 - 2025; socio-economic development in ethnic minority and mountainous areas, period 2021 - 2030; and proposed coordination for effective implementation.

Speaking at the meeting, Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An discussed a number of related contents; at the same time, he said that he would report back to the Provincial People's Committee to request the Standing Committee of the Provincial People's Council to organize a thematic meeting of the Provincial People's Council in the coming time, to consider a number of contents that have not been submitted to the 14th session and a number of arising contents, especially related to the transfer of public investment capital.

The Vice Chairman of the People's Committee of Nghe An province also said that the People's Committee of the province has carefully and seriously prepared the contents to serve the National Assembly's Supreme Supervision Delegation on the implementation of 3 national target programs in Nghe An, especially the difficulties in the implementation process.

Also at the regular meeting in July 2023, the Standing Committee of Nghe An Provincial People's Council listened to a report on people's petition work; assessed the results of activities in July, discussed and agreed on tasks for August 2023.

OBJECTIVE AND ACCURATE ASSESSMENT OF THE PERFORMANCE OF DUTIES AND DUTIES OF EACH ELECTED REPRESENTATIVE

Concluding the meeting, Provincial Party Secretary and Chairman of Nghe An Provincial People's Council Thai Thanh Quy agreed with the delegates' opinions in highly appreciating the results of the 14th session of the 18th Provincial People's Council in terms of organization, discussion and decision on contents; and question and answer activities.

However, drawing on experience from the preparation of the contents to be presented at the 14th session, the head of the Provincial People's Council suggested that the Provincial People's Committee should not wait until before each session to submit the draft resolutions for review, but should submit them monthly if they have been fully prepared for the Provincial People's Council committees to review; thereby, the work of preparing, receiving and completing the draft resolutions will be of better quality before submitting them to the Provincial People's Council for consideration.

Along with that, the Provincial Party Secretary and Chairman of the People's Council of Nghe An province also noted that the Provincial People's Council committees need to invite the correct and sufficient members to review the draft resolutions drafted by the Provincial People's Committee; in particular, at the review sessions of the committees, the heads of departments and branches under the Provincial People's Committee who are responsible for directly advising the Provincial People's Committee on drafting specific resolutions need to attend, thereby discussing and clarifying the content to improve the quality of reviewing draft resolutions.

The Chairman of the Provincial People's Council also agreed with the opinions expressed by the delegates at the meeting that it is necessary to evaluate more specifically and clearly the contact with voters before and after each session of the Provincial People's Council delegates, especially full-time delegates; as a basis for evaluating delegates at the end of the year; at the same time, he requested the Office of the National Assembly Delegation - Provincial People's Council to issue a notice assessing the participation and compliance with the meeting regulations, as well as the contact activities with voters sent to the group and each People's Council delegate; study and arrange a suitable time for the question and answer session at the regular meetings of the Provincial People's Council;...

The Chairman of the Provincial People's Council requested the Provincial People's Committee to base on the actual situation, if necessary, propose to organize a thematic session of the Provincial People's Council, in order to meet the most effective management and leadership goals of the provincial government; however, the contents of the thematic session must also be carefully prepared, timely, and in accordance with the law.

Regarding the tasks in August 2023, comrade Thai Thanh Quy suggested that the Standing Committee of the Provincial People's Council coordinate with agencies, especially the Provincial People's Committee, to advise responsibly, report fully, and point out difficulties and problems to the National Assembly's Supreme Supervision Delegation on the implementation of 3 national target programs in the province.

In particular, on the basis of summarizing 10 years of implementing Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks for developing Nghe An province to 2020, General Secretary Nguyen Phu Trong signed and issued Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

The Provincial Party Secretary and Chairman of the People's Council of Nghe An province said that the province advised the Standing Member of the Secretariat to preside over and with the participation of leaders of the National Assembly, the Government, the Central Economic Committee, and the Central Propaganda Department to organize the dissemination of Resolution No. 39-NQ/TW in Nghe An from the provincial to the communal level. Therefore, the Standing Committee of the Provincial People's Council needs to carefully study the contents and solutions of Resolution No. 39; study and disseminate to leaders, cadres, civil servants in the Provincial People's Council and the Provincial People's Council delegates.

Regarding the work of petitions, the Chairman of the People's Council of Nghe An province requested the Office of the National Assembly Delegation - Provincial People's Council to closely coordinate with consulting units to soon apply software to manage the settlement of petitions, recommendations and reflections of voters./.
