Overview of the investigation.
During the review, the Provincial People's Council Committees and each member of the committees spent a lot of time clarifying the results achieved in the first 6 months of the year, the issues that are arising, and proposing solutions for direction and management to achieve higher results in the last 6 months of the year. The issue that the delegates were most concerned about was the need to evaluate and clarify the rice productivity lower than the same period last year; the transformation of new rural construction was slow, confusing, and lacking resources. The basic construction target was low, and basic construction debt was still high. Regarding the content of the budget collection not being achieved, including land collection, the province needs to analyze and clarify the reasons, not simply because the real estate market is frozen, but also because the approval of land use plans for localities is slow, and the auction work is transferred to professional auction enterprises.
Delegates also proposed to add more assessments on the field of science and technology activities, the application efficiency is not high, especially scientific research topics in the fields of agricultural and industrial production. Administrative reform work is still bureaucratic, cumbersome, and public ethics have not changed. Add assessments on the situation of environmental protection, traffic safety; overcharging, extra teaching and learning; food safety; child abuse; social security work, job creation...
Regarding solutions, the Provincial People's Committee is requested to direct and strictly handle illegal mineral exploitation in conjunction with environmental pollution treatment. Measures must be taken to combat trade fraud, counterfeit goods and poor quality goods.
Concluding the meeting, Mr. Tran Van Mao requested the Provincial People's Committee and the document drafting agency, the Department of Planning and Investment, to absorb the opinions of the delegates, review and compare the indicators and figures to ensure accuracy, clearly evaluate the results and limitations in the past 6 months, clarify the causes and on that basis, propose feasible solutions in the last 6 months of the year, successfully implementing the socio-economic tasks of 2013.
