Regarding the report on the socio-economic situation in 2012 and the socio-economic development plan for 2013, delegates said that it is necessary to evaluate more comprehensively the implementation of the tasks in 2012 in terms of the achieved results as well as the existing shortcomings and limitations. Specifically, it is necessary to evaluate and supplement the drastic direction to solve some urgent problems in illegal forest exploitation, mineral exploitation management, and environmental protection. The province's basic construction investment work has focused on reviewing projects and transferring capital for projects that have not been implemented to concentrate capital on key, urgent and necessary projects. Although the investment attraction work has decreased in quantity, the investment quality is high, the projects are attracted and implemented quickly and effectively.
Speaking at the Conference, Comrade Dinh Thi Le Thanh requested the agency in charge of drafting the report to fully absorb the opinions of the delegates to study and edit to clarify the achieved and unachieved targets according to the Resolution of the Provincial People's Council on the tasks of socio-economic development, national defense and security in 2012. At the same time, it is necessary to unify the time to finalize the data, ensuring that the data and figures in the report are consistent with the sectors and realistic. Regarding the 2013 plan tasks, it is necessary to analyze and forecast the situation affecting the socio-economic, national defense and security to propose goals, targets, tasks and solutions for the whole year, demonstrating a higher effort than in 2012. The solutions need to clearly identify key, specific and clear solutions for each level, each sector, agency and unit, avoiding generalities.
Also this afternoon, the Standing Committee of the Provincial People's Council reviewed the draft resolution on the program of building and promulgating resolutions in 2013; the draft resolution on the supervision program of the Standing Committee and Committees of the Provincial People's Council in 2013.
