(Baonghean.vn) - On the afternoon of November 24, the Standing Committee of the Provincial People's Council held a meeting to review reports and draft resolutions submitted by the Provincial People's Committee to the 11th session of the 18th Provincial People's Council.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting. Attending the meeting were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Bui Thanh An - Vice Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province; together with leaders of the Provincial National Assembly Delegation, Provincial People's Council committees, the Provincial People's Committee Office and related departments and branches.
ECONOMIC PICTURE OF RECOVERY AND POSITIVE DEVELOPMENT
Through reviewing the reports of the Provincial People's Committee on socio-economic development in 2022, tasks in 2023; draft Resolution on socio-economic development plan in 2023; Reviewing the direction and administration of the Provincial People's Committee in 2022; tasks in 2023; Implementation of public investment plan in 2022, public investment plan in 2023; draft Resolution on public investment plan in 2023, it shows that in 2022, Nghe An's socio-economic situation has had a very positive recovery and development, demonstrated in many fields, with 27/28 main targets completing the set plan, of which 6 targets were exceeded.

This year, the growth rate of gross regional domestic product (GRDP) is estimated at 9.05%; State budget revenue is estimated at VND 20,350 billion, up 35.7% compared to the estimate and equal to 101.8% compared to the implementation in 2021.
Investment attraction is a bright spot in Nghe An's economic picture. As of November 15, 2022, the province has granted 92 new projects, with a total registered investment capital of VND 28,390.9 billion; adjusted 98 projects (of which, the total investment capital of 33 projects was adjusted, with a total investment increase of VND 13,224 billion). The total newly granted and adjusted capital is VND 41,614.9 billion, an increase of 50.91% over the same period in 2021. Notably, in 2022, for the first time Nghe An entered the group of 10 localities attracting the largest FDI in the country, with a total newly granted and adjusted capital as of November 10, 2022 of 935.22 million USD.
The direction and implementation of the public investment plan has been drastic since the beginning of the year. As a result, as of November 20, 2022, the concentrated public investment capital managed by the province has disbursed VND 3,054,305 billion, reaching 41.03% of the total plan.
Excluding the newly allocated additional central budget and the National Target Program, the disbursement result reached 52.64%, of which the central budget reached 53.45%. The capital plan extended from previous years to 2022 has disbursed 83.23%.

Cultural and social fields continue to receive attention and direction in many diverse and exciting forms, creating excitement and improving people's spiritual life.
At the meeting, the Standing Committee of the Provincial People's Council acknowledged and highly appreciated the efforts in the direction and management of the Provincial People's Committee this year to implement the goals set by the Provincial People's Council. In addition, opinions also suggested clarifying some shortcomings and limitations related to the implementation of the 3 National Target Programs, bidding for drugs and medical supplies, disbursement of public investment capital; urbanization rate, etc.

Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province Vo Thi Minh Sinh highly appreciated the results achieved in 2022, and at the same time, requested the Provincial People's Committee to pay attention to improving the Provincial Competitiveness Index, digital transformation, and cybersecurity; direct to coordinate and promote the role of the community investment supervision board of all projects in the area (except for defense and security projects).
Comrade Vo Thi Minh Sinh also suggested that in the coming time, it is necessary to focus on specific solutions to overcome the consequences of the recent storm No. 4, in particular, it is necessary to clarify and unify the principle of integrating capital sources for resettlement of people in Hoa Son village, Ta Ca commune (Ky Son); overcome difficulties in supporting cement for communes building advanced new rural areas; direct surveys and statistics of basic data to serve digital transformation, in which, data on poor households according to new standards needs to supplement the basic status and needs of poor households; promptly honor and honor outstanding individuals in the health sector; promptly respond to voters' opinions and recommendations.

Regarding the tasks in 2023, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh proposed studying policies to support sea transport vehicles through Cua Lo Port to contribute to increasing import and export tax revenue, contributing to economic recovery after the Covid-19 pandemic; focusing on implementing 3 National Target Programs to ensure progress and efficiency; speeding up the progress of supplying cement for new rural areas in 2022, and at the same time having solutions to supply cement to localities in 2023 even earlier.

The Standing Vice Chairman of the Provincial People's Council also requested that the Provincial People's Committee and departments and branches pay attention to implementing the contents concluded by the Standing Committee of the Provincial People's Council at the supervision and explanation sessions. Regarding the direction and administration of the Provincial People's Committee, especially related to the coordination relationship, Comrade Nguyen Nam Dinh requested to build a more realistic annual work program, ensuring high feasibility, with the motto of doing it early, from afar...
FOCUS ON OVERCOMING LIMITATIONS DUE TO SUBJECTIVE CAUSES
Concluding the meeting, Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy acknowledged and highly appreciated the socio-economic results achieved in 2022 in the context of many difficulties and challenges.
However, in terms of socio-economics, the Chairman of the Provincial People's Council noted that it is necessary to overcome some limitations such as: The implementation of the 3 National Target Programs is still slow, besides objective reasons, there are also subjective reasons such as the slow process of allocating project portfolios.

Some key projects and works that are "bottlenecks" of the province such as Cua Lo deep-water port, upgrading Vinh airport... are still moving slowly; although budget revenue is high, the structure of revenue from land fees is still quite high; tax debt is still high.
Along with that, the Chairman of the Provincial People's Council also noted to continue improving the effectiveness of State management of resources, minerals, slow-progressing projects, digital transformation, administrative reform, etc.
Regarding public investment, comrade Thai Thanh Quy proposed to continue promoting the viewpoints and policies of the Provincial Party Standing Committee, the Resolution of the Provincial People's Council and the direction of the Provincial People's Committee in allocating public investment capital with focus and key points.
However, in the face of the fact that the disbursement rate of public investment capital is still slow, the Chairman of the Provincial People's Council noted that it is necessary to strengthen the urging and reminding of the disbursement progress; especially, for projects with slow disbursement, it is necessary to resolutely transfer capital to projects with good and timely disbursement.

The Provincial Party Secretary and Chairman of the Provincial People's Council acknowledged that the leadership of the Provincial People's Committee in 2022 was very drastic, set high requirements, coordinated well with central agencies; and assigned tasks relatively specifically and clearly.
However, according to the Chairman of the Provincial People's Council, in the coming time, it is necessary to clarify and overcome the slow handling of some cases at the Provincial People's Committee level; along with that, although there has been a strong change, the advisory work still has some unclear contents; the review of the program at the beginning of the year and the work during the year has many points that are not close; reports, documents, submissions, and draft resolutions submitted to the Provincial People's Council are still slow.
The Chairman of the Provincial People's Council also suggested that the Provincial People's Committee should pay more attention to responding to voters' petitions in a more timely manner; the advisory departments of the Provincial People's Committee should focus on implementing and handling the contents that the Provincial People's Council and the Standing Committee of the Provincial People's Council have organized to supervise, explain, question and have announced the conclusion.

After reviewing, the Standing Committee of the Provincial People's Council unanimously approved the above 3 reports of the Provincial People's Committee to submit to the 11th session of the Provincial People's Council for consideration. In which, there are general goals and main economic, social and environmental indicators associated with key groups of tasks and solutions in 2023: Growth rate of total provincial product (GRDP) 9-10%; State budget revenue of 15,857 billion VND; total export turnover of 2.870 billion USD; total social development investment source of 106,000 billion VND; GRDP per capita of 56-57 million VND; public investment capital plan of more than 9,033 billion VND...
Also in the working session on the afternoon of November 24, the Standing Committee of the Provincial People's Council listened to and gave opinions on the preparations for the 11th session of the 18th term People's Council; assessed the results of activities in November, and agreed on the tasks for December 2022 of the Standing Committee of the Provincial People's Council.
