MONITORING PROGRAMS NEED TO BE FLEXIBLE
At the working session, the Standing Committee of the Provincial People's Council listened to and gave opinions on the draft Decision on establishing the Delegation, the Plan, and outline of two monitoring topics of the Provincial People's Council on state management of minerals in the province and the implementation of resolutions of the Provincial People's Council on land recovery and change of land use purposes according to the provisions of the Land Law to implement works and projects in the province in the period of 2016 - 2021.

At the meeting, the comrades in the Standing Committee of the Provincial People's Council discussed and exchanged a number of contents related to the composition of the monitoring delegation, monitoring methods, as well as the coordination between monitoring contents, ensuring effectiveness and achieving the set goals; at the same time, minimizing the number of monitoring delegations coming to work at one locality or unit.
Regarding the content of regulating monitoring activities, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council expressed his opinion: Regarding the implementation method, it is necessary to base on the content agreed by the Standing Committee in monitoring activities, especially thematic monitoring prioritized by the Standing Committee because it will be submitted to the Provincial People's Council meeting to issue a resolution.
Thus, the Provincial People's Council Committees can change the form from supervision to survey, then if problems are discovered, they can propose that the Standing Committee establish a specialized supervision team.
The Standing Vice Chairman of the Provincial People's Council also emphasized: The composition of the monitoring delegations must be compact and if necessary, other delegates can be invited to participate. The monitoring program must be flexible, and can be monitored directly or through reports.

At the meeting, the Standing Committee of the Provincial People's Council also listened to and commented on the report on the progress of the preparation and drafting of resolutions to be submitted to the annual sessions of the Provincial People's Council by the Provincial People's Committee. In particular, at the meeting, the Provincial People's Committee proposed that the Standing Committee of the Provincial People's Council allow the addition of 8 resolutions to the list of 8 resolutions to be submitted to the Provincial People's Council for promulgation in 2022 and remove 2 resolutions from the list.
Attending the meeting, through the supervision of the Provincial National Assembly Delegation on medical examination and treatment in the period of 2018-2022, comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation raised the issue of payment of Covid-19 epidemic prevention allowances which is still slow; requested the Standing Committee of the Provincial People's Council to continue to pay attention and direct; at the same time, through supervision at hospitals, it is predicted that in 2023 there will be a shortage of medicine due to current difficulties in bidding.

HIGHLIGHT RESPONSIBILITY AND PROACTIVENESS IN PREPARATION
DRAFT RESOLUTION SUBMITTED TO THE PROVINCIAL PEOPLE'S COUNCIL
Concluding the meeting, regarding the coordination of supervision contents, Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy requested the Office of the National Assembly Delegation - Provincial People's Council to summarize the supervised contents and plan to conduct supervision to coordinate the supervision program appropriately.
In particular, from the practical point of view, from the beginning of each year, it is necessary to base on the supervision plan of the National Assembly, the National Assembly Standing Committee, the People's Council, the Provincial People's Council Standing Committee and the Provincial People's Council Committees to harmonize the supervision program reasonably and ensure effectiveness.

Regarding the content of the two monitoring programs, the Chairman of the Provincial People's Council gave specific instructions on the composition of the delegation, as well as the implementation methods. Especially regarding the implementation method, if the subjects being monitored are near Vinh City, they can be invited to the Provincial People's Council headquarters for monitoring; and the process of monitoring at the grassroots level needs to consider a compact and reasonable composition, and can be divided into groups for monitoring to ensure effectiveness.
Regarding the development of a monitoring plan for the above two topics, the head of the Provincial People's Council also requested to ensure specific scope and content, identify the correct subjects to be monitored and surveyed, and have a clear schedule.

Agreeing to add a list of 8 resolutions to be submitted to the Provincial People's Council in 2022, however, the Chairman of the Provincial People's Council assessed that this proposed addition reflects that the advisory departments of the Provincial People's Committee have not fully grasped the reference documents as the process that must be approved by the Provincial People's Council.
Therefore, the Standing Committee of the People's Council requested the Office of the Provincial People's Committee to advise the leaders of the Provincial People's Committee to preside over, listen to the advice and reports of the sectors to avoid repeating the shortcomings that led to the request to supplement the list of resolutions to be issued; thereby also highlighting the responsibility and early initiative of the departments and sectors in this work.
The preparation of the draft resolution to be submitted to the Provincial People's Council session needs to pay attention to ensuring the form, content, and process so that the promulgated policy is feasible and soon comes into life.
In the near future, the Office of the National Assembly Delegation - Provincial People's Council and the Office of the Provincial People's Committee will sign a coordination regulation. The Chairman of the Provincial People's Council proposed that the regulation must ensure the work of reviewing and submitting the list of resolutions issued by the Provincial People's Committee to the Provincial People's Council closely; at the same time, it is necessary to report to the Standing Committee of the Provincial People's Council every month the list of draft resolutions prepared and the preparation progress; the results of handling voters' opinions and recommendations instead of 6 months as at present.

Also at the regular meeting, the Standing Committee of the Provincial People's Council listened to and gave opinions on proposed explanations at the Standing Committee meeting of the Provincial People's Council in October 2022. Accordingly, the content unanimously selected for explanation is the work of ensuring traffic order and safety in the province.
The Standing Committee of the Provincial People's Council also assessed the results of activities in August; agreed on tasks for September 2022.
