(Baonghean.vn) - The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to direct and urge departments and branches to urgently complete reports and draft resolutions; at the same time, seriously absorb and resolve issues and contents that have been examined by the Standing Committee and Committees of the Provincial People's Council.

The reception and explanation of some departments and branches are not serious.
According to the assessment of the Standing Committee of the Provincial People's Council, up to this point, the contents and tasks of preparing for the session have been completed, from the work of meeting voters of the Provincial People's Council delegates to the work of examining reports and draft resolutions submitted to the session by the Standing Committee and the Provincial People's Council Committees.
However, the completion of reports and draft resolutions after review by the Provincial People's Committee and sectors is still slow according to regulations.
As of 4:00 p.m. on July 4, the Standing Committee of the Provincial People's Council had only received 16/22 submissions and draft resolutions under the responsibility of the Provincial People's Committee and the sectors preparing and completing them.
Currently, there are 6 submissions and draft resolutions that have not been submitted for the Standing Committee of the Provincial People's Council to transfer to the Provincial People's Council delegates for study according to regulations.
For example, the draft resolution on merging and renaming hamlets, blocks, and villages in communes, wards, and towns in 14 districts and towns; the draft resolution on a number of policies to support the development of rural industries; the draft resolution on the policy of converting the purpose of using protective forests and production forests according to the provisions of Clause 3, Article 20 of the Forestry Law to implement works and projects in the province...
On the other hand, in some submissions and drafts sent to the Standing Committee of the Provincial People's Council, the Provincial People's Committee and the sectors, there have been no reports on acceptance and explanation, or the acceptance and explanation have not been complete for the opinions examined by the Standing Committee and the Committees of the Provincial People's Council.
For example, the Provincial People's Committee and the direct advisory sector have not yet had a report on acceptance and explanation with the report and draft resolution on allocating career funds for the National Target Programs in 2019.
Besides, up to this point, the report explaining the questions raised at the meeting has not been delivered on schedule by the Provincial People's Committee and departments and branches.
Draft resolutions submitted to the meeting must addresssocial practice
Speaking at the meeting, Vice Chairmen of the Provincial People's Council: Cao Thi Hien and Hoang Viet Duong emphasized the consistent viewpoint in the process of building and submitting to the Provincial People's Council draft resolutions must be based on legal regulations, within the authority of the Provincial People's Council and must address social realities.

Therefore, the Provincial People's Committee and departments and branches need to continue to coordinate with the Standing Committee and committees of the Provincial People's Council to review the draft resolutions; seriously receive, discuss and explain issues and contents that have not been received, explained or between the two sides there are still different opinions to create unity and a common voice before submitting to the Provincial People's Council.

The Standing Committee of the Provincial People's Council also requested the Provincial People's Committee to urge departments and branches to urgently complete the remaining reports and draft resolutions to send to the Provincial People's Council no later than July 7; pay attention to reports presented at the meeting hall to be brief, concise and ensure the prescribed time; direct departments and branches to arrange leaders and heads and deputy heads of specialized departments and offices to participate in group discussion sessions to receive, explain and clarify issues raised by the Provincial People's Council delegates.
