26/27 targets achieved and exceeded
Reviewing the report on the socio-economic situation in 2019 and the socio-economic development plan for 2020; members of the Standing Committee of the Provincial People's Council highly appreciated the efforts and drastic direction and management of the Provincial People's Committee with many projects and plans issued to focus on completing the socio-economic targets and tasks in 2019. Overall, 26/27 main socio-economic targets achieved and exceeded the set plan.
The economy continued to grow in all sectors: agriculture increased by 4.81%; industry and construction increased by 13.51%; services increased by 7.51%. Average income per capita in 2019 is estimated at over 43 million VND.
In the fields of culture - society, security - defense, many synchronous solutions and measures have been focused on and many positive changes have been created.

Deputy Head of the Economic - Budget Committee of the Provincial People's Council Dang Quang Hong is concerned about the issue of shifting crop structure and increasing value per unit area, which is not really clear.
Therefore, in the coming time, the Provincial People's Committee will pay attention to research to introduce plant varieties suitable for the soil, associated with the application of science, technology and promotion, building the brand of Nghe An agricultural products.

Vice Chairman of the Provincial People's Council Hoang Viet Duong pointed out a series of existing problems and requested the Provincial People's Committee to continue to take more drastic measures, such as slow progress in land and forest allocation; debt in basic construction, and handling of projects that are behind schedule and do not meet requirements.
The implementation rate of projects and works for which the Provincial People's Council issued resolutions on land use conversion and land recovery for rice cultivation, protective forest land, and special-use forest land is still low.
Some opinions also raised concerns about the allocation of resources for education and training; the Western region, especially the 27 border communes, has not met the requirements. The work of handling after inspection, examination and implementation of audit conclusions and recommendations after supervision by the Standing Committee and the Provincial People's Council Committees is not very effective.

Regarding administrative reform, the Deputy Head of the Legal Department of the Provincial People's Council is concerned that currently most agencies have only achieved level 2 public services, accounting for 81%; while levels 3 and 4 are very few.

Concluding on this content, in addition to appreciating the drastic direction and management of the Provincial People's Committee, Chairman of the Provincial People's Council Nguyen Xuan Son also requested the Provincial People's Committee to absorb and supplement the opinions of the Standing members of the Provincial People's Council to complete the report and draft resolution; at the same time, propose solutions and positive measures to overcome.
Notably, attention should be paid to better resolving issues of tax debts, capital construction debts, social insurance debts; projects behind schedule; arranging counterpart funds for works and projects. At the same time, it is necessary to continue to strengthen effective management of land, minerals, and environment; publicize and be transparent in auctioning land use rights; build new rural areas in 27 border communes...
Regarding the socio-cultural field, the Chairman of the Provincial People's Council also requested the Provincial People's Committee to pay attention to propaganda and orientation for people to participate in legal labor export; take care of child care; and create jobs for mountainous and ethnic minority workers.
