The Standing Committee of the People's Council and the People's Committee of Nghe An province signed the Coordination Regulations for the 2021 - 2026 term.

IMPROVING THE EFFICIENCY OF LOCAL GOVERNMENT SYSTEM

During the 2016 - 2021 term, the Standing Committee of the Provincial People's Council and the Provincial People's Committee have closely and regularly coordinated and achieved many important results. The organization of meetings is increasingly scientific and effective; the application of information technology is actively deployed.

The issuance of resolutions by the Provincial People's Council has promptly concretized the Party's guidelines and the State's policies and laws, meeting practical requirements, creating an important driving force to promote socio-economic development, and ensuring national defense and security of the province.

The quality, effectiveness and efficiency of monitoring and survey activities have been increasingly improved. The work of meeting voters, receiving citizens, and resolving citizens' complaints and denunciations has been carried out seriously, in accordance with regulations and with higher efficiency than before.

The handling of issues between two sessions of the Provincial People's Council was carried out in accordance with the procedures, time and regulations of the law, creating conditions for the Provincial People's Committee to manage the fields of socio-economic development, investment attraction, organizational structure consolidation... contributing to improving the quality and efficiency of each party's operations, overcoming the shortcomings and inadequacies of previous years, strengthening the trust of voters and people in the organization and operation of the local government apparatus.

REGULAR, CLOSE, INNOVATIVE, EFFECTIVE COOPERATION

Speaking at the signing ceremony, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that the coordination between the Standing Committee of the People's Council and the Provincial People's Committee to implement the tasks has brought about very positive results, making an important contribution to the implementation of the socio-economic development goals and tasks of the province in the recent past.

On behalf of the Provincial People's Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung respectfully thanks the Standing Committee of the Provincial People's Council and the Provincial People's Council Committees for their coordination, collaboration and support in the past time so that the Provincial People's Committee can perform its tasks.

Entering the new term in the context of many challenges, especially the Covid-19 pandemic, the Chairman of the Provincial People's Committee expressed his feelings of always having the support of the Standing Committee and the Provincial People's Council Committees in the work of the Provincial People's Committee, especially with many innovations, creating initiative for the Provincial People's Committee.

To continue to effectively implement the Coordination Regulations, Comrade Nguyen Duc Trung pledged that the Provincial People's Committee will seriously implement the contents of the Coordination Regulations, especially overcoming existing shortcomings and limitations such as: Time to send documents to prepare for the Provincial People's Council meetings; resolving recommendations, handling issues related to the supervision results of the Provincial People's Council.

The head of Nghe An Provincial People's Committee also affirmed that he will continue to direct departments and branches to handle assigned tasks in the spirit of "fast, correct, effective", with the motto of "reducing explanations and representations, increasing solutions and resolutions" to meet the requirements in the new situation and regularly review to gradually overcome and resolve difficulties, in order to achieve the socio-economic development goals of the province as set out in the Resolution of the 19th Provincial Party Congress and the specific goals and tasks approved by the Provincial People's Council every year.

Along with that, Chairman of the Provincial People's Committee Nguyen Duc Trung hopes that the Standing Committee and the Provincial People's Council committees will continue to coordinate with the Provincial People's Committee to consider and resolve very specific issues that voters have proposed, thereby further strengthening the trust of voters and people in the activities of the Provincial People's Council and Provincial People's Committee for the people and for the common goals of the province.

Speaking at the signing ceremony, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy - Chairman of the Provincial People's Council assessed: The implementation of the Coordination Regulations between the Standing Committee of the Provincial People's Council and the Provincial People's Committee in the recent period has achieved specific and very important results, especially the sharing and mutual support to improve the performance of each party's tasks, achieving the set goals of socio-economic development of the province, ensuring national defense and security.

On the other hand, through the implementation of the Coordination Regulations, the removal of some difficulties and obstacles with different viewpoints has been focused on; thereby further strengthening the trust of voters and people in the operation of the provincial government apparatus; at the same time, each side also has more environment to rub shoulders, exchange and learn from each other's experiences.

In the new period, to more effectively implement the Coordination Regulations, the Chairman of the People's Council of Nghe An province emphasized the following 4 principles that need to be promoted and enhanced.

First of all, early approach and early coordination on related issues should be taken from the beginning. Accordingly, the committees of the Provincial People's Council need to approach during the discussion process of the Provincial People's Committee, along with on-site surveys... thereby improving the quality of reviewing resolutions and reports submitted to the Provincial People's Council. Thus, the Provincial People's Council must proactively prepare; and the Provincial People's Committee also needs to pay attention to soliciting opinions from the Committees of the Provincial People's Council during the preparation process.

Along with that, Chairman of the Provincial People's Council Thai Thanh Quy emphasized the principle of "responsibility, frankness, openness and construction" for the common goal and common interests of the province; implementing quickly and effectively but must ensure compliance with legal regulations, strict; resolving quickly, flexibly, effectively, not rigidly, in which it is possible to organize additional sessions of the Provincial People's Council during the year, in addition to regular sessions to meet the objective requirements of reality.

On that basis, representing the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the members of the Standing Committee of the Provincial Party Committee: Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee signed the Regulation on coordination of work between the Standing Committee of the Provincial People's Council and the People's Committee of Nghe An province for the term 2021 - 2026.

The coordination focuses on the preparation, content review, organization of sessions, implementation of resolutions and conclusions of the Provincial People's Council sessions; meeting with voters, questioning, answering questions, and explaining at the meeting of the Provincial People's Council Standing Committee; handling work between two sessions of the Provincial People's Council; supervision and survey activities; receiving citizens, handling petitions, letters, and recommendations of citizens.
