Senior Lieutenant General Nguyen Chi Vinh meets with Chinese Defense Minister
On the occasion of leading a high-ranking Vietnamese defense delegation to Beijing, China, to attend the fourth Vietnam-China Defense Strategic Dialogue, on the morning of June 6, Senior Lieutenant General Nguyen Chi Vinh, Deputy Minister of National Defense of Vietnam, paid a courtesy visit to Chinese Defense Minister Chang Wanquan.

At the meeting, Deputy Minister Nguyen Chi Vinh conveyed the greetings of General and Minister of National Defense Phung Quang Thanh to Chinese Minister of National Defense Chang Wanquan. Deputy Minister Nguyen Chi Vinh informed Minister Chang Wanquan of the results of the fourth Vietnam-China Defense Strategic Dialogue held on the afternoon of June 5.
Deputy Minister Nguyen Chi Vinh said that the results of the dialogue have helped build strategic trust between the two armies, contributing to fostering strategic trust between the two Parties, two States and two peoples.
Regarding the world and regional situation, both sides clearly recognized that in addition to advantages, there are many challenges. The dialogue showed the determination of both sides to overcome the challenges, creating a foundation to build and strengthen the cooperative relationship between the two countries, for peace and for the benefit of the people of each country.
Regarding bilateral relations, the two sides affirmed to continue maintaining comprehensive strategic cooperation, including cooperation between the naval and border forces of each country. Both sides saw the need for cooperation and consultation to participate in multilateral security structures for peace, without affecting the interests of each country.
The two sides also mentioned the remaining issues, not avoiding the remaining differences between the two countries, saying that the two countries' armies play an important role in advising the two Parties and the two States to persistently resolve disputes satisfactorily through peaceful negotiations and friendly consultations, starting from the "strategic height" and "big picture" of bilateral relations, complying with international law and strictly implementing the Declaration on the Conduct of Parties in the East Sea (DOC).
Although the relationship between the two navies is currently very positive, the Vietnamese side still suggests that the two sides study and move towards signing an Agreement on non-use of force or threat of use of force at sea between the two navies; expand areas of cooperation, especially naval cooperation, and thoroughly implement the spirit of humane treatment of fishermen working peacefully at sea.
Chinese Defense Minister Chang Wanquan thanked Vietnamese Defense Minister Phung Quang Thanh for his greetings and Deputy Minister Nguyen Chi Vinh for his frank remarks during the dialogue. Chang Wanquan affirmed that China is determined to follow the path of peaceful development, through its own development to create development opportunities for surrounding countries, and at the same time considers the development of surrounding countries, including Vietnam, as an opportunity for China.
According to the Chinese Defense Minister, Beijing hopes to continue maintaining friendly relations between the two militaries, enhance the quality of cooperation, jointly create a friendly atmosphere for the development of each country, persistently and properly handle sensitive issues, and not do anything to affect the relationship between the two countries.
Regarding cooperation in the field of UN peacekeeping, Chinese Defense Minister Chang Wanquan affirmed that China is willing to share and cooperate with Vietnam in this field.
Deputy Minister Nguyen Chi Vinh reiterated the invitation of Vietnamese Defense Minister Phung Quang Thanh to Chinese Defense Minister Chang Wanquan to visit Vietnam. Chang Wanquan happily accepted the invitation and promised to arrange a visit to Vietnam at an appropriate time./.
