Actively resolve problems related to Nghi Yen - Nghi Loc Solid Waste Treatment Complex

Implementing the direction of the Provincial People's Committee in the meeting on April 7, relevant sectors have actively coordinated to focus on synchronously solving problems related to waste in Vinh City and the Nghi Yen solid waste treatment complex (Nghi Loc).


With the urgent and active participation of the Provincial People's Committee, the efforts of relevant parties and the consensus of the people of Hamlet 4 Nghi Yen (Nghi Loc), by noon on April 9, the entire amount of waste that had accumulated in Vinh City since April 5 had been collected to the temporary landfill at the solid waste treatment complex. In addition, all support policies related to people living around the complex according to Official Dispatch No. 224 dated January 20, 2011 and supplementary Official Dispatch No. 479 dated January 28, 2011 of the Provincial People's Committee have basically been resolved.

Accordingly, Vinh City People's Committee coordinated with Nghi Loc District and Nghi Yen Commune authorities to support more than 261 million VND to buy health insurance for people; support more than 104 million VND in toxic money for 147 households living within a radius of 1000 m from the middle of the garbage dump at the complex; support 15.25 hectares of unproductive rice land south of the road to the landfill (calculated in 3 years) for a total of 2.3 billion VND, support 5.71 hectares of land with crops out of a total of 7 hectares of fertile land (calculated in 1 year) for 142 million VND.

Regarding clean water, the payment of 80 liters of water/person/day for 2 months with a total amount of 127 million VND has been completed. And recently (April 11), with the consent of the Provincial People's Committee, the Vinh City People's Committee signed a decision to support people with 2 more months of clean water. Thus, people living around the area affected by Nghi Yen landfill will be supported with 4 months of clean water with a total cost of 255 million VND.


Regarding the issue of treating seepage water (polluted dirty water flowing from temporary tanks), efforts are still being made with the help of experts from the Ministry of Natural Resources and Environment to ensure a long-term living environment for people. Nghe An Environmental Technical Monitoring Center has mobilized about 20 officers and employees to coordinate with the Department of Environmental Protection and Nghe An Urban Environment One Member Co., Ltd. to focus on handling the seepage water leakage incident. Accordingly, dirty water will be pumped from temporary tanks into a system of stainless steel water tanks installed for filtration and treatment before being pumped into the ecological lake. The clean water source used to mix chemicals is the responsibility of Nghe An Urban Environment One Member Co., Ltd. to transport from Vinh city.

Currently, the working groups have completed the installation of line number 1 with about 16 stainless steel tanks that can treat about 100-120 m3 of wastewater per day and are preparing to install line number 2 to double the capacity to speed up the progress according to the direction of the Provincial People's Committee.

The section of the pipeline leading the treated water to the ecological lake is also being urgently completed to ensure synchronization and timeliness. Mr. Le Van Hung - Director of Nghe An Environmental Technical Monitoring Center said: "With the efforts of the relevant parties, within 10-15 days, the amount of dirty water of about 2,000-2,500 m3 in the landfill and temporary storage cells can be resolved."

While waiting for environmental experts to handle the incident, to avoid causing pollution affecting the lives and activities of people living nearby, Vinh City People's Committee has implemented a temporary solution of digging holes, pouring sand, building walls, and having trucks on duty 24/7 to pump water when full, preventing water from seeping into the canal leading to people's daily life. Currently, the construction progress of cell number 2 of the temporary landfill and cell number 1 of the main landfill is also being urgently accelerated with the participation of the subcontractor, Hoa Hiep Company.

Learning from the experience of water leakage from cell 1 of the temporary landfill, cell 2 (about 6,000 m3 wide) will be built shallower and will not have a surrounding ditch system to avoid water overflow. Cell 1A of the main landfill currently only has about 10% of its volume left. Mr. Le Quoc Hong - Vice Chairman of Vinh City People's Committee affirmed "On May 30, 2011, the contractor must complete the handover of the project as committed to the Provincial People's Committee and after June 30, 2011, the loading of garbage from the temporary landfill to the main landfill must be completed".
