(Baonghean.vn) - On July 22, 2014, under the chairmanship of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a regular meeting in July to listen to and give opinions on the socio-economic situation in the first 7 months of the year and give opinions on many other important contents.

Attending were comrades in the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, Vice Chairmen of the Provincial People's Committee, leaders of departments and branches.

In the morning, the Provincial People's Committee listened to the following contents: Report on the implementation of the Notice of Conclusion of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in June 2014; Report on the implementation of the socio-economic development plan, national defense and security in July 2014, tasks in August 2014; Report on the implementation of the state budget estimate in July 2014, tasks and solutions in August 2014; Report on the implementation results of the targets of the 17th Provincial Party Congress, solutions for implementation in the remaining period of the term; Report on the results of 1 year of implementation of Resolution No. 26-NQ/TW of the Politburo on Nghe An, solutions for continued implementation in the following period.

According to the report of the Provincial People's Committee, the socio-economic situation in July faced many difficulties due to the continued hot weather, increasing the risk of forest fires; the complicated development of epidemics and pests; production and business of enterprises continued to face many difficulties; prices of some input factors increased... Meanwhile, the world and domestic situation, although more favorable, still contained many potential risks. With the efforts of the whole province, the socio-economic situation in July 2014 of Nghe An achieved the following results: Agricultural production of Nghe An province focused on sowing and transplanting the summer-autumn crop and the 2014 winter-spring crop; caring for and preventing pests and diseases of crops. Up to now, 95,160 hectares of summer-autumn rice have been sown and planted, of which summer-autumn rice is 58,650 hectares, reaching 104.73% of the plan, the estimated corn sown area is 11,700 hectares/plan 16,000 hectares, reaching 73.13% of the plan, sesame 4,200 hectares, equal to 76.36% of the plan, equal to 99.17% of the same period.

In July, localities focused on forest fire prevention, but there was still 1 forest fire. The total forest area in the province in 7 months was estimated at 5,954 hectares, down 1.85% over the same period.

In July, the Provincial People's Committee recognized Hung Dong commune (Vinh city) as meeting new rural standards, increasing the number of communes announced to meet new rural standards to 3 (Son Thanh, Nghi Lien, Hung Dong); currently continuing to assess communes that meet 19 criteria such as Kim Lien, Hung Tan, Quynh Luong, Dien Hong and urging communes with the potential to meet standards such as Thanh Linh, Dien My, Nam Thanh, Hop Thanh, Quynh Thach, Quynh Doi, Nghi Xuan.

The industrial production index (IIP) in Nghe An province in July is estimated to increase by 10.04% over the same period, up 0.63% over the previous month; on average for the first 7 months of 2014, the IIP is estimated to increase by 9.62% over the same period. Of which: Mining industry decreased by 4.36% over the same period, Processing and manufacturing industry increased by 11.17%, Electricity, gas and water production and distribution industry increased by 9.2%.

In July, some industrial products had an increase compared to the same period: fresh milk increased 6.8 times, knitted clothes increased 84.31%, standard bricks increased 26.43%, construction stones increased 25.7%, canned beer increased 15.17%, commercial electricity increased 14.86%...

In the first 7 months of the year, the total number of visitors is estimated at 4.026 million, of which international visitors are estimated at 37.55 thousand, equal to 96% of the same period; tourism revenue is estimated at 1,689.86 billion VND, up 13% over the same period. Budget revenue in the first 7 months of the year is estimated at 4,005 billion VND, reaching 59.5% of the estimate.

The Provincial People's Committee continues to focus on directing the acceleration of construction progress and disbursement of capital construction investment projects; holding meetings on capital construction work in the first 6 months of the year; accelerating compensation and site clearance, especially for key projects in the province. Preparing to develop a capital construction investment plan for 2015 to work with central ministries and branches... The volume of capital construction implementation from the state budget and government bonds in the first 7 months is estimated at 1,892 billion VND, equal to 53.1% of the plan; the disbursement rate in the first 7 months is estimated at about 50.8% of the assigned plan.

The socio-cultural fields achieved many high results. Employment settlement continued to receive attention and direction. In July, the whole province created jobs for 3,200 workers (of which 950 were exported workers); in the 7 months, 19,850 jobs were created (of which 6,250 were exported workers).

The Chairman of the Provincial People's Committee requested the meeting participants to study the documents and spend time discussing the current pressing issues in the province. In particular, the discussion should clarify the issues of tax arrears for mineral exploitation, tax arrears in real estate projects, where are the slow investment attraction projects, where are they stuck? The situation of forest fires, slow cement supply for new rural construction, and how the temporary flood discharge procedures for dams have been prepared. He requested that sectors such as the Department of Agriculture, Planning and Investment, Taxation, etc. clarify the contents and shortcomings of the previous meeting.

The Tax Department reported on the tax debt situation of real estate projects, on the coordination between the tax agency and the security sector in investigating tax debt, the Department of Finance reported on the budget revenue and expenditure situation in July, the budget revenue and expenditure estimate for August 2014; the Department of Agriculture and Rural Development responded on the forest fire situation, on the safety of dams during the rainy and stormy season; the Department of Health reported on the situation of the 700-bed General Hospital project, the Department of Home Affairs reported on the situation of civil servant recruitment... Departments such as Construction, Department of Science and Technology, Department of Science and Investment... also discussed a number of issues surrounding land prices, land tax collection, and tasks to be performed in August 2014.

The Vice Chairmen of the Provincial People's Committee also gave their opinions on the situation of site clearance, the policy of building offshore boats for fishermen, the situation of project implementation, the situation of forest fire prevention, land management, and the maintenance of the Vinh - Vientiane flight route...

Concluding the morning session, Comrade Nguyen Xuan Duong highly appreciated the results achieved in the past month such as budget collection, basic construction, hunger eradication and poverty reduction, social culture, national security and defense... The Chairman requested the Departments, branches and sectors to be more active in performing upcoming tasks, reviewing the work of their sectors and fields to complete the tasks of the last 6 months of the year, implementing the Resolutions of the Provincial People's Council, the announcements of the Ministers who came to work in Nghe An province, promoting investment attraction, exploiting resources from enterprises to invest in infrastructure, actively collecting budget, preventing revenue loss, building new rural areas, striving to achieve the unachieved targets of the term...
