1.While he was worried about not having a stable job, around August 2012, Mr. Hoang Van Mui (born in 1991) in Hamlet 3, Ngoc Son Commune (Do Luong) was happy because an acquaintance promised to introduce him to a labor export company to find a job. A few days later, Mr. Mui and his father, Mr. Hoang Ngoc Bao, appeared at a labor export company located in Truong Thi Ward (Vinh City).

Here, a woman advised him and his father: "If you want, Mui can go to work in Angola in Africa." According to her, it is easy to do business there, and the salary is high. Each month, workers have an average income of more than 20 million VND. If he agrees, he should quickly complete the necessary paperwork and pay a fee of nearly 150 million VND. That is too much money for a farming family like Mui, but with the salary that the director offered, he would "pay off all his debts in no time, and become rich in no time." Thinking about his son's future, Mr. Bao ran around borrowing money everywhere, saving up money to send his son to work abroad. After 3 payments, Mui and his father finally paid the amount the company requested.

Shortly after, according to Mrs. Dam's phone call, Mui and his father went to the company headquarters to Hanoi to complete exit procedures. At this time, when asking the director of labor contracts, she said: "Someone will take you to the plane. The contract is for 3 years, everyone can rest assured." At Noi Bai airport, Mui asked the person who gave him the plane ticket and visa, and this person said: "When you get there, someone will take you there."

Upon landing in Angola, Mui was picked up by a man named Lam, from Ky Anh - Ha Tinh. He said there was no contract. "Illegal labor" has no contract. Only then did everyone realize that they had fallen into the trap of a labor export fraud ring. According to Lam's assignment, Mui went to work at an ice factory. After a few months, he was taken to a photocopy shop. All were owned by Vietnamese people, so communication was easy; however, the wages were too low. On top of that, he was always worried and afraid of being arrested for illegal residence. Not adapted to the climate, Mui suffered from malaria constantly, and his body was weak. Knowing about his son's tragic situation in a foreign country over the phone, his father came from Do Luong to meet the company director several times to ask to bring his son back. Faced with his father's determination, Mrs. Dam had to have someone buy a plane ticket for Mui to return home. His father went all the way to Hanoi to pick up his son and could not believe his eyes. His once healthy son was now just skin and bones and penniless...

2.In 2012, after finishing 12th grade, Thai Thi Trinh, from Hamlet 3, Xuan Thanh Commune (Yen Thanh) risked her life to go to Russia to work illegally. Compared to Mr. Mui, Trinh seemed to have a better income. Within 8 months, she paid back the debt and sent more than 30 million VND to her parents. However, because she went to work illegally, she and others in the same situation had to hide from the control of Russian authorities.

On the morning of December 18, 2014, while Trinh was working in the greenhouse (harvesting vegetables), there was a notice of a sudden police inspection. The entire group of illegal residents panicked and ran outside to hide like the previous times. However, this time, after overcoming the "trouble", people waited for a long time but Trinh still did not return. Knowing that something was wrong, everyone rushed to look for her and the next morning they found her unconscious from the cold in a nearby forest. Although she was taken to the hospital for emergency treatment, she did not survive.

Trinh’s tragic death has affected many people in similar situations. Thai Duy Quang, the victim’s uncle, and some people in the village have tried to return home and are determined not to return to Russia to work illegally.

3.In July 2014, the People's Court of Nghe An province tried Pham Viet Van (born 1974), Director of the branch of the labor export company Cosevco located in Vinh City, for hiring gangsters to beat people.

Previously, this company organized a network of illegal workers to Angola and received 5,500 USD from Mr. Nguyen Quang Hanh, Nghi Thiet commune (Nghi Loc). After the commitment period expired, Mr. Hanh could not leave the country, and the branch deducted 2,000 USD. On the morning of January 21, 2013, when he saw Mr. Hanh and his son coming to demand the remaining amount, Director Phan Viet Van directed some of his subordinates to chase them away. During the struggle, Mr. Hanh was stabbed by a person with a sharp knife, seriously injured, and died on the way to the emergency room.

According to the Department of Labor, War Invalids and Social Affairs of Nghe An, the province has not introduced or granted licenses to any companies to recruit workers to work in the Angolan market. The Department has publicly announced the names of 40 businesses that are allowed to export to help people avoid being scammed. However, taking advantage of the lack of jobs and the desire to quickly change their lives through labor export, some people have taken advantage of organizing illegal labor export networks to profit and cause unpredictable risks. This is also a lesson for many others who are dreaming of exporting labor through unofficial channels.
