Previously, on November 10, while fishing in the offshore area 70 nautical miles southeast of Hon Ngu Island, in the joint fishing area at sea between Vietnam and China, fishing boat NA 90112 TS with 13 crew members captained by Mr. Hoang Van Khuyen in Quynh Luu district suddenly had an engine failure.

All crew members tried every possible measure but still could not fix the problem; meanwhile, storm No. 13, which had just formed from a tropical depression raging in the sea area east of Hoang Sa archipelago, was moving towards the mainland of the central provinces, causing winds of level 6, gusting to level 7, weakening the crew members' health and causing panic.
Faced with that situation, the captain sent an urgent rescue request to the Vietnam Maritime Search and Rescue Coordination Center. Immediately after that, the Center mobilized the specialized search and rescue ship SAR 273 on duty at Cua Lo to quickly approach the ship NA 90112 TS, providing food, food, and drinking water.
