In the atmosphere of the entire Party and people enthusiastically competing to achieve achievements to celebrate the 70th anniversary of the August Revolution and National Day September 2, towards the 18th Provincial Party Congress and the 12th National Party Congress, today, the Party Committee and people of Nghe An province solemnly organized the 85th anniversary of the Nghe Tinh Soviet (September 12, 1930 - September 12, 2015). On behalf of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, I would like to respectfully send to the Party and State leaders, revolutionary veterans, heroic Vietnamese mothers, and all delegates, compatriots, and comrades my best wishes.

Dear compatriots and comrades!

From the mid-19th century, for nearly a century our nation was colonized by French colonialists, our people lived in misery and misery under the yoke of feudal colonialism. The French colonialists increasingly implemented extremely harsh exploitation policies. Our people were under the yoke of feudal colonialism. Class and national contradictions in our country became increasingly profound. In that context, the Communist Party of Vietnam was born, marking a great turning point in the political life of our people, lighting the way for the national liberation revolution. From here, the Party took on the historical mission of leading the Vietnamese revolution, placing the Vietnamese revolution in the orbit of the proletarian revolution and becoming a part of the world revolution. Under the leadership of the Party, the mass struggle movement broke out strongly on an increasingly large scale. The successive struggles of workers, peasants and working people against colonialism and feudalism took place throughout the country, quickly developing into a revolutionary high tide in 1930-1931 with the peak being the Nghe Tinh Soviet, opening the way for the national democratic revolution organized and led by the Communist Party of Vietnam.

Nghe Tinh is a land with a tradition of steadfast and indomitable revolution against foreign invaders, the "Hot Copper Citadel" of the Fatherland, the frontline and rear of all eras against foreign invaders. At that time, Vinh was one of the industrial centers of the country, with a working class that developed strongly in both quantity and quality. The Nghe An and Ha Tinh Party Committees were soon established to lead the revolutionary movement. This was the prerequisite for the struggle movement of the masses in Nghe Tinh to develop into the peak of the revolutionary movement of 1930 - 1931.

On the occasion of International Labor Day, May 1, 1930, under the leadership of the Nghe An Provincial Party Committee, workers of the Match Factory, Ben Thuy Sawmill, and thousands of farmers from 5 communes surrounding Vinh town loudly demonstrated, waving high the red hammer and sickle flag, raising slogans demanding wage increases, reduced working hours, tax reduction, and fighting against political terrorism. This was the first time that workers and farmers stood side by side in the struggle against the enemy, starting the Nghe Tinh Soviet movement.

On that strong development, on August 1, 1930, a general strike broke out among all workers in the Vinh - Ben Thuy industrial zone. The people of Can Loc and Ha Tinh marched to the district office to fight; on August 30, about 3,000 farmers from Nam Dan destroyed the district office and released political prisoners; on September 1, about 20,000 farmers from Thanh Chuong marched to burn the district office, released political prisoners, and punished evil reactionaries, marking a new era - a period of fierce struggle "for democracy and national independence". After that, many farmers' struggles took place in the form of armed self-defense demonstrations in all localities of Nghe An and Ha Tinh.

Beginning in September 1930, the struggle movement took a new step forward with a large scale. Political slogans were combined with economic slogans, and the form of struggle took place fiercely everywhere. A typical example was the demonstration on September 12, 1930 of more than 20,000 farmers in Hung Nguyen district who came to the district capital to demand demands. Faced with the strong revolutionary spirit of the masses, the French colonialists brutally suppressed it, using planes to bomb and shoot, killing 217 people and injuring 125.

That savage act added fuel to the fire, that same evening, another group of protesters came to destroy Nam Dan district, cut the telegraph wires and fought against the green-clad soldiers. Throughout September and October 1930, in Thanh Chuong, Nam Dan, Nghi Loc, Hung Nguyen, Dien Chau, Quynh Luu, Huong Son districts (Ha Tinh)... armed peasants revolted, came to burn down district capitals, destroy prisons, train stations...; Vinh - Ben Thuy workers went on strike for 2 months to support the peasant movement.

The strong revolutionary spirit of the masses paralyzed and disintegrated the colonial and feudal government apparatus in many districts. Local Party organizations led the masses to exercise their mastery and take charge of social management. Commune Peasant Association Executive Committees led by Party cells managed all aspects of political and social life in rural areas and performed the tasks of the people's government in the Soviet form. This was the first time our people truly took control of the government in many commune-level localities.

Faced with the strong momentum of the revolutionary movement, the enemy panicked, frantically, and savagely implemented the policy of "white terror", causing the Nghe Tinh Soviet to be drowned in a sea of ​​blood, many Party organizations to be suppressed, many Party members and the masses to be arrested, imprisoned, and killed. In Yen Thanh district, the French and their henchmen executed 71 innocent people. In the two villages of Tan Lap and Song Loc in Nghi Loc district, they burned down 277 houses, shot dead 30 people, and then executed 9 cadres, including comrade Nguyen Phong Sac, Secretary of the Central Region Party Committee. In Quynh Doi (Quynh Luu) and many other districts and communes, the enemy brutally suppressed them. Despite this, the image of the red flag with the hammer and sickle and a new-style government is still deeply engraved in the minds of the masses, a symbol of revolutionary heroism and the aspiration for independence and freedom, fueling the determination to carry out the revolution to the end of our people.

The Nghe Tinh Soviet was the peak of the 1930-1931 revolutionary movement, the earth-shaking class struggle of the workers and peasants, the first national democratic revolutionary movement in our country under the leadership of the Party, an immortal epic in the first chapter of the "golden history" of the Communist Party of Vietnam, and one of the most typical pages of the heroic spirit of Vietnam.

The Nghe Tinh Soviet was the first revolutionary movement of the worker-peasant masses after the founding of our Party, marking a fundamental shift from spontaneous struggle to conscious struggle of the Vietnamese workers' movement; affirming the correctness of the Vietnamese people's choice of the revolutionary path - "To save the country and liberate the nation, there is no other way than the proletarian revolutionary path"; affirming the revolutionary leadership capacity of the working class and its vanguard Party.

The great lesson of the Nghe Tinh Soviet is still valuable today: ensuring the leadership of the Party; building and consolidating the great national unity bloc on the basis of the worker-peasant alliance; the lesson of building and creating motivation, creating combined strength from the people, gaining the people's consensus and support for the revolutionary movement.

Therefore, today's holiday is the time for us to review the heroic tradition of the 1930-1931 revolutionary movement and also the time for us to express our gratitude to the heroic martyrs who sacrificed their lives for the independence and freedom of the Fatherland, the revolutionary tradition of the heroic Soviet homeland. That is a great source of encouragement for the Party Committee and the people of the province to gain more comprehensive victories in the process of socio-economic development.

With the pride of being the homeland of the Soviet Union, the homeland of the great President Ho Chi Minh, in recent years, the Party Committee and people of the province have strived to overcome all difficulties and challenges, achieving comprehensive victories in socio-economics, national defense and security, Party building and the political system. The economy continued to grow well, with an average of 7.89% in the 2011-2015 period. Per capita income in 2015 increased nearly 2 times compared to 2010. The economic structure shifted in the right direction. Industry and construction were stable and growing. The trade and service sectors, especially finance, banking, and tourism, developed rapidly, diversified, and effectively. Agricultural, forestry, and fishery production developed and had a good growth rate. Budget revenue increased rapidly, 2.5 times higher than at the beginning of the term. Investment attraction had a strong change, many large projects of large domestic and foreign economic groups such as Becamex, The Vissai Cement, Hoa Sen Steel, Tien Phong Plastic, Vinamilk, TH True Milk, BSE, Massan, Royal Foods, VSIP Industrial Park... have been and are being implemented, creating a premise to change the economic situation of the province for faster development in the coming term. The infrastructure system has been invested in and developed rapidly, contributing to socio-economic development, especially international airports, international seaports, overpasses, roads, hospitals, schools, industrial parks, hotels, commercial centers, etc. The appearance of urban and rural areas is increasingly spacious and renewed. The construction of new rural areas has achieved many important results, it is expected that by the end of 2015, 114 communes (accounting for 27% of the total number of communes) will meet the criteria of new rural communes. The material and spiritual life of the people has been improved.

The cultural and social fields have made much progress. The rate of excellent students at the provincial and national levels, and students passing university entrance exams with high scores is always at the top of the country; it is one of the localities that has continuously had students winning regional and international awards in recent years. The system of universities, colleges, professional secondary schools and vocational schools has developed, meeting the needs of training human resources to serve the socio-economic development of the province and the region. The hospital system has developed rapidly, both public and non-public, some hospitals have applied advanced techniques, treating a number of serious diseases. Cultural, artistic and sports activities have taken place vigorously. Nghe Tinh Vi-Giam folk songs have been recognized by UNESCO as a representative intangible cultural heritage of humanity. Social security, poverty reduction, labor export and policy implementation for people with meritorious services have been regularly carried out well.

National defense and security work has been strengthened, politics has been stable, and social order and safety have been ensured. Border security and domestic security have been maintained; many major drug cases have been detected, arrested, and tried. Party building and political system building have had many positive changes, especially the promotion of the implementation of Resolution 4 of the Central Committee (11th tenure) on Party building and rectification in conjunction with studying and following the moral example of Ho Chi Minh. These important results have created conditions for Nghe An to break through and develop in the future.

Dear compatriots and comrades!

Today, together with the whole country, we are facing great opportunities and fortunes, but also many difficulties and challenges. The world and regional situation is changing profoundly and rapidly, with complex and unpredictable developments. In particular, the dispute over sovereignty of seas and islands in the East Sea is increasing and the plots and activities of hostile forces are becoming more and more fierce. The degradation of political ideology, morality, lifestyle, fading ideals, and reduced fighting spirit; bureaucracy, corruption, and waste among a number of cadres and party members are gradually eroding the people's trust. For our province, the socio-economic achievements in recent years are very important but not commensurate with the potential and not really sustainable. The gap between the plains, urban areas and mountainous areas is still large.

Commemorating the Nghe Tinh Soviet, the Party Committee, government and people of Nghe An vow to unite, strive, seize opportunities, overcome challenges, wholeheartedly, enhance the will and determination to successfully implement the goals of Resolution No. 26-NQ/TW of the Politburo and the Resolution of the 18th Provincial Party Congress.
