Continue to support varieties, techniques, and infrastructure in implementing Resolution 30a

(Baonghean.vn) - On the morning of September 29, within the framework of the inspection and evaluation program of the 5-year review of the implementation of Resolution 30a in Nghe An, the Central Working Group including representatives of the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Ministry of Construction, the Ethnic Minorities Committee, the Ministry of Labor, War Invalids and Social Affairs led by Mr. Dao Xuan Tue - Deputy Director of the Budget Department, Ministry of Finance, conducted a survey in Tri Le commune, Que Phong district. Working with the Group were Mr. Nguyen Xuan Hai - Deputy Director of the Department of Finance, representatives of relevant departments, branches and sectors, leaders of Que Phong district and leaders of Tri Le commune.

According to statistics from the 2010 Census, the number of poor households in Tri Le commune was 73%, and by 2014 it had decreased to 57.7%. Through piloting crop and livestock models supported by the district with plant varieties, animal breeds, techniques, etc., the passion fruit growing model has been selected as the key production model because it is suitable for the local natural conditions and brings high economic efficiency. With 2 forms: joint venture with the factory or self-cultivation, the State supports 100% of the initial costs for making stakes, steel wires, seeds, and fertilizers (100 million/ha); up to now, the commune has more than 100 hectares of passion fruit, mainly in San and Yen Son villages.

However, the implementation of the program also revealed some shortcomings such as: the handover of forestry land is still slow, the road and electricity infrastructure is not synchronized, some crop and livestock production models are not effective such as the NA1 rice growing model, hybrid corn model, cage fish farming model, cow farming, black chicken farming, etc. The main reason is that the commune's terrain is in the highlands, strongly fragmented, the population is not concentrated, the intellectual level is not uniform, making it difficult to propagate, replicate, and develop production. The harsh climate and poor farming techniques make many models ineffective or not very effective. For the program to be effectively implemented, the local authorities recommend: Continue to support effective plant and animal varieties such as passion fruit, japonika rice; support agricultural extension programs to train people in planting and raising techniques to increase production efficiency. Regarding infrastructure, it is proposed to provide funding for the construction of inter-village roads and some items serving the operation and management work.

Through field surveys, synthesizing reports from local authorities and opinions exchanged by members of the delegation, comrade Dao Xuan Tue concluded: The implementation of Resolution 30a in Tri Le commune has initially achieved some remarkable results. The bold piloting of many production models is a welcome new point. However, local authorities need to monitor and support people more closely to ensure sustainable development and avoid falling back into poverty. He also strongly agreed with the recommendations on technical support and agricultural extension staff, focusing on developing key economic models... for localities implementing the program. At the same time, he suggested that local authorities consider, balance the budget and integrate other rural development programs to overcome infrastructure difficulties. On the same day, the delegation surveyed and worked in Chau Thon commune before having a working session and exchanging with leaders of Que Phong district.
