CNNA is responsible for implementing the project "Online trading training". Specifically, training, instructions on Internet usage, online trading methods, software skills... Regarding the organizational structure, CNNA has 11 people, with Ho Anh Tuan as the branch director. The deputy directors are Nguyen Duc Minh and Hoang Xuan Sanh. CNNA's hierarchy is also regulated from low to high: Member - Member - Vip - Vip leader, Deputy Director, Director - Gold Director - Diamond Director, along with the criteria and benefits.

The method of operation is that members must buy at least 1 booth on the Web, priced at 5.2 million VND. If a member introduces another person to buy a booth, they will receive 1.5 million VND. Like that, the more people they introduce to buy and sell goods on the MB24 network, the more money they will receive exponentially. This amount is deducted from the 5.2 million VND of the new member. When the system develops 99 pairs (198 booths), the member will become a Vip. And if they become a Vip, they will also receive additional amounts of money such as indirect bonuses: 322,000 VND x 99 pairs = 31,680,000 VND and Vip bonus: 72,000,000 VND (after deducting personal income tax at MB24). With the above form of illegal profiteering business, during the 10 months of operation (from October 1, 2011 to July 31, 2012), CNNA members have spread to all provinces in the South and the North, attracting about 1,000 members to participate in 13 localities nationwide, and these members have spent money to buy 2,519 virtual booths on the MB24 network, with a total amount of more than 13 billion VND. Therefore, in a short time, the CNNA system has 10 people reaching VIP MB24 (from VIP 1 to VIP 9). Specifically, Nguyen Duc Minh (Deputy Director): VIP 9; Chu Tien Quy: VIP 7; Ho Anh Tuan (Director): VIP 4; Nguyen Chi Thiet, Hoang Xuan Sanh (Deputy Director) all reached: VIP 2; Members: Vu Minh Ngoc, Nguyen Van Quy, Tran Dinh Nguyen, Phung Thi Thuy, Nguyen Van Loc all achieved Vip 1.

Up to now, MB24 has deducted 10% of the total amount of more than 13 billion VND transferred to CNNA, the amount of 1,190,010,000 VND to spend on activities such as office rental, training, electricity and water, salaries, and purchasing office equipment. In addition to the profit of 1.5 million VND after each new member recruitment, the Board of Directors and individuals in CNNA have illegally appropriated 2,636,220,000 VND. Specifically: Nguyen Duc Minh (Deputy Director): 982,240,000 VND; Ho Anh Tuan (Director): 497,000,000 VND; Chu Tien Quy: 733,260,000 VND; Nguyen Chi Thiet: 211,860,000 VND; Hoang Xuan Sanh (Deputy Director): 211,860,000 VND.

After having enough evidence, PC46 Department of Nghe An Police summoned the leadership of CNNA to give statements, clarify the method of operation and the amount of money appropriated by the subjects; coordinated verification at the Bank for Agriculture and Rural Development of Nghe An, Vietin-Bank in Cua Lo Town, clarified the accounts of the money transferred in and out, the process of converting money into points and vice versa of the individuals.

Referring to the investigation and criminal proceedings against the subjects at CNNA, Colonel Dao Hong Lap - Head of the Police Department for Investigation of Crimes on Economic Management Order and Positions, Nghe An Police, said: "Recently, public opinion as well as the press mentioned why local MB24 branches have prosecuted and temporarily detained the subjects, but the leadership of the MB24 Nghe An branch has not yet handled the investigation results. According to the direction of the General Department of Investigation Police of the Ministry of Public Security on August 7, for localities with branches of MB24 Hanoi, the investigation and prosecution will be carried out according to the delegation. If in the locality the above-mentioned behavior takes place on an independent network, unrelated to MB24, then the local police will be assigned to conduct independent proceedings. The results of the investigation of CNNA, the Investigation Police Agency of Nghe An Police showed that CNNA in Vinh City is a branch of MB24 Company in Hanoi. Therefore, the investigation and prosecution will be carried out close coordination between PC46 Nghe An Police and PC46 Hanoi City Police.

Specifically, in the coming time, the Investigation Police Agency of Nghe An Police will continue to coordinate with Department C50, the Ministry of Public Security and Hanoi Police to exploit data related to the activities of CNNA; continue to summon and record statements of related subjects, record statements of victims and witnesses, clarify the operation process as well as the illegal profits of the MB24 CNNA leadership.
