Population and family planning work is a very important content of the country's development strategy. It is not only of economic significance but also of cultural and social significance, and is a fundamental factor in promoting human resources, contributing to determining sustainable development. In recent times, population and family planning work has always received special attention from our Party and State in leadership, direction and implementation. Looking back over the past 50 years, along with the whole country, population and family planning work in our province has achieved important achievements.
The population growth rate decreased from 3.45% (in 1961) to 1.18% (in 2010); the population growth rate decreased from 1.18% (in 1961) to 0.2% (in 2010). The average number of children per couple of childbearing age decreased from 6.78 children (in 1961) to 2.56 children (in 2010).

This is truly a great effort. The awareness of officials and people about population issues, reproductive health care, and family planning has changed significantly. The people's movement to implement the model of having few children, being healthy, equal, and progressive has gradually developed widely and become a widespread movement throughout the province.
In particular, in the period of 2001 - 2010, despite many difficulties, the work of population and family planning has been comprehensively promoted in both breadth and depth, contributing positively to the achievements of socio-economic development of the province and gradually improving the quality of life of the people. These great achievements are thanks to the close leadership of Party committees at all levels, the investment and close direction of People's Committees at all levels; the active participation of the Fatherland Front, mass organizations and the strong response of the people; the persistent efforts of specialized agencies for population and family planning from the province to the village, the mass media have actively participated, contributing to creating consensus in society for the population and family planning policy. Nghe An is a province with a large population (ranked 4th in the country).
While the whole country has reached the replacement level of fertility, Nghe An's fertility rate has decreased but is not stable and is still high, being in the group of 10 provinces with high fertility rates, increasing by more than 30 thousand people each year. The population growth rate and the birth rate of the third child or more in recent years have decreased but are still slow, especially in mountainous and remote communes, areas with a large Catholic population. This is a difficult problem that poses many issues that need to be solved, such as the needs of: housing, education, medical examination and treatment, employment, entertainment, recreation to improve the overall quality of people and develop the economy and society in the future.
In addition, the gender imbalance is becoming a major social problem. The quality of the population is still limited, the human development index is still low. The rate of trained workers is still low. The rate of newborns with genetic diseases and malnutrition is still high. In the coming period, we must move quickly and strongly to successfully implement the goal of the Resolution of the 17th Nghe An Provincial Party Congress: "Strive to become a fairly developed province in the Northern region by 2015, creating the foundation to basically become an industrial province by 2020".
Therefore, we must continue to have solutions to stabilize the scale, improve the quality of the population, and create human resources to meet the requirements of the industrialization and modernization of the homeland and the country. To successfully achieve the above goals, the Party committees at all levels, the government, departments, branches, organizations and people in the whole province in the coming time need to focus on implementing the following drastic and synchronous solutions:
Firstly: Continue to thoroughly grasp and fully, comprehensively and deeply perceive the content of the Party's policies and the State's laws on the importance and strategic significance of population and family planning work to focus on directing drastic and synchronous solutions to achieve effective and practical results. Promote the strength of the entire political system, in which the role of Party committees, authorities and advisory agencies is the core. Local Party committees and authorities, especially the Chairman of the District People's Committee, must pay special attention to population work, considering it a regular and key task, effectively integrating it with the professional activities of the sector and other socio-economic programs.
Second: Further promote propaganda and mobilization on population and family planning. Strengthen propaganda on this work on mass media channels. This is important content, so newspapers and radio stations need to open columns on population and family planning, considering it their political task. Quickly bring propaganda and mobilization into the activities of the front and mass organizations, and consider it a key and regular task. Continuously strengthen propaganda and mobilization, persuade society and people to voluntarily implement each couple having only 1 to 2 children to raise children well. This is a major campaign, so cadres and party members must be exemplary in implementing population and family planning policies; link the implementation of population and family planning policies with building families, villages, hamlets, neighborhoods, agencies, cultural units, and building new rural areas.
Third: Focus on consolidating, perfecting and stabilizing the organization and staff of population and family planning work from the province to the village level to have enough capacity to direct, manage and organize implementation. At the same time, pay attention to advising on building a system of policies for population and family planning work, in which attention is paid to policies for staff doing population work at the grassroots level; emulation, reward and handling of violations of population and family planning policies. Along with increasing the investment level from the State budget for the population and family planning target program, it is necessary to actively mobilize contributions from the whole society. Ensure sufficient funding for population and family planning work, strictly manage, coordinate and effectively use investment resources.
Fourth: We must pay attention to population quality. This is a very important issue that the health and population sectors must address, through the development and implementation of projects to improve population quality. To gradually improve population quality, we need solutions to promote the advantage of the "golden population" to have an abundant labor force to meet the human resource requirements for the cause of industrialization and modernization of the homeland and country.
Fifth: Focus on developing and implementing the province's action plan for the 2011-2015 period to implement the Government's Population - Reproductive Health Strategy for the 2011-2020 period and the National Target Program on Population for the 2011-2015 period.
With comprehensive measures, along with the attention and direction of Party committees and authorities at all levels, State investment, the coordination of departments, branches, and organizations, the efforts of the staff working in population and family planning, and the strong participation and response of the people, the population and family planning work in the province in the coming time will strive to achieve many new achievements.
