Continue to strengthen the management and organization of festivals in 2015
(Baonghean.vn) - In order for the 2015 festival activities to meet the religious needs of the people and ensure compliance with legal regulations, on March 9, 2015, the People's Committee of Nghe An province issued Official Dispatch No. 1215/UBND.VX to provincial departments, branches, and sectors, and People's Committees of districts, cities, and towns. On January 29, 2015, the Provincial People's Committee issued Official Dispatch No. 637/UBND-VH dated January 29, 2015 on strengthening the management and organization of festivals in 2015 in the province, requiring sectors and localities to strictly implement measures to ensure that the organization of festivals in the province both meets the religious needs of the people and ensures compliance with the provisions of law. Then, on February 12, 2015, the Prime Minister issued Official Dispatch No. 229/CD-TTg on strengthening the management and organization of festivals.
To implement the contents of the above documents, the Provincial People's Committee has assigned the Department of Culture, Sports and Tourism to establish inspection teams for the management and organization of festival activities in the province; direct districts, cities and towns to implement criteria, evaluate and classify the management and organization of festivals in the area.
Based on the results of inspections and checks by working groups at a number of relics, it is shown that there are still situations of not ensuring environmental hygiene, losing the beauty of places of worship, not publicly posting prices of goods and services, sales are still chaotic, parking fees are collected in many places not in accordance with regulations, there are still beggars gathering in front of the gates of some relics, some superstitious activities still occur.... In order to manage, organize and implement civilized lifestyle in festivals and at relics in the province, Nghe An Provincial People's Committee requests provincial departments, branches and sectors; People's Committees of districts, cities and towns to continue to strictly implement the Prime Minister's instructions in the above-mentioned Official Dispatch No. 229/CD-TTg and Official Dispatch No. 637/UBND-VH dated January 29, 2015 of the Provincial People's Committee, take immediate measures to overcome shortcomings and limitations; strictly implement the content that cadres, civil servants and public employees are not allowed to use working time or public vehicles to go to festivals, except in cases where they are assigned to perform tasks. In cases where they are assigned to perform tasks, they must have badges and signs in accordance with regulations.
Assign the Department of Culture, Sports and Tourism to strengthen inspection activities and check compliance with regulations on management and organization of festival activities in the province.
Upon receipt of this dispatch, the heads of provincial departments, branches and sectors; People's Committees of districts, cities and towns; and relevant agencies and units in the province are requested to seriously implement it.
