Continue to strengthen inspection and examination of fire prevention and fighting work

Penalties for 97,852 cases of fire prevention and fighting violations

At the conference, delegates listened to a summary report on the results of 5 years of implementing Directive No. 47-CT/TW of the 11th Party Central Committee Secretariat and the results of implementing Decision No. 630/QD-TTg of the Prime Minister. They listened to the dissemination of the basic content of Conclusion No. 02-KL/TW of the Secretariat; Decision No. 1492/QD-TTg of the Prime Minister promulgating the Plan to implement Conclusion No. 02-KL/TW.

Accordingly, in the period of 2015-2019, closely following the leadership and direction of the Secretariat, Party committees at all levels and local authorities have focused on directing and drastically implementing many solutions on fire prevention and fighting and search and rescue, thereby achieving positive results, contributing to curbing the increase in the number of fires and explosions, damage caused by fires and explosions, effectively serving the cause of socio-economic development of the country.

People's Committees at all levels have established many inspection teams led by the committee's leaders to inspect the work.Fire protectionFor 12,391 locations and facilities with high risk of fire and explosion, it has directed to thoroughly resolve many existing problems and shortcomings, and handle many difficulties and inadequacies in fire prevention and fighting work at locations and facilities.

During the period 2015-2019, the authorities investigated and clarified the causes of 16,407 fires (accounting for 85.3%). 129 cases were prosecuted and tried, 64 defendants were prosecuted for violations of the law in the field of fire prevention and fighting; the authorities issued decisions to punish 97,852 cases of fire prevention and fighting violations with a total budget payment of 215.59 billion VND; suspended 1,847 cases, temporarily suspended 3,339 cases and issued warnings to 2,035 cases of violations.

Raising awareness and responsibility of leaders

At the conference, delegates from ministries, central agencies and localities spoke and gave many opinions.

In his speech, General To Lam - Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security emphasized that in the coming years, the socio-economic situation will continue to develop, the speed of industrialization, modernization, and urbanization will be rapid, the number of projects, construction works, means of transport, demand for energy, gas, and chemicals will continue to increase; the increase in population and population density in urban areas and large cities will continue to be factors directly affecting the situation of fire prevention and fighting and search and rescue work.

From that reality, in the coming time, the key tasks and solutions need to continue to effectively implement the tasks and solutions stated in Directive No. 47-CT/TW to overcome the current limitations and shortcomings in fire prevention and fighting and search and rescue work. Resolutely resolve outstanding issues that have been slow to be implemented in Directive No. 47-CT/TW. Raise awareness and responsibility of leaders of Party committees at all levels, authorities, the Fatherland Front, ministries, departments and branches in leading and directing the implementation of this work; periodically review, summarize, evaluate and review the implementation results.

Along with that, strengthen propaganda, dissemination of laws, knowledge education, mobilization so that each cadre, party member, and people voluntarily comply with and implement the provisions of the law on fire prevention and fighting, participate in the mass fire prevention and fighting movement. Perfect policies and laws on fire prevention and fighting; promote administrative reform, strengthen inspection and examination of fire prevention and fighting work, especially self-inspection of fire prevention and fighting safety conditions by heads of agencies and organizations.

Perfecting the organization of the fire police and rescue force from the central to local levels, ensuring adherence to the locality, the grassroots, and expanding the network. On this occasion, the Ministry of Public Security awarded Certificates of Merit to 24 groups and 21 individuals, including 2 individuals from Nghe An Provincial Police Department, PC 07.
