Continue to implement the pilot project to select 600 Vice Chairmen of Commune People's Committees for 63 poor districts

Considering the proposal of the Ministry of Home Affairs, the Prime Minister has just given instructions regarding the results of the implementation of phase I of the pilot project to select 600 excellent young intellectuals with university degrees to become Vice Chairmen of People's Committees of communes in 63 poor districts nationwide.

Specifically, in Document No. 6407/VPCP-TCCV, dated August 2, 2013 of the Government Office, the Prime Minister assigned the Ministry of Home Affairs to coordinate with the Central Organizing Committee to guide the provinces within the scope of the Project in planning, training and planning the arrangement and use of Project team members. In case the team members complete their tasks excellently, they can be mobilized, promoted to leadership and management positions or transferred to other tasks suitable to the team members' capacity and qualities without having to wait for the full 5 years as prescribed by the Project. Along with that, the Ministry of Home Affairs will take the lead in developing a set of criteria to assess the level of task completion of the Project team members and guide the provinces in implementing it as a basis for planning, training, fostering and arranging and using Project team members after completing their tasks; Coordinate with localities to replicate the model of creating a source of young, excellent intellectuals with university degrees to become Vice Chairmen of Commune People's Committees for communes with special difficulties, report to competent authorities for consideration and decision;...

The Prime Minister requested the Central Committee of the Ho Chi Minh Communist Youth Union to coordinate with the Ministry of Home Affairs to effectively implement propaganda measures on the Project; promptly discover and commend exemplary and advanced team members, models, proposals and projects proposed by the Project team members and effectively implement them.

For the provinces implementing the Project, the Prime Minister directed the organization of propaganda and dissemination to Party members, cadres, civil servants and people about the objectives, requirements and significance of the Project, creating a unified awareness and consensus in the organization and implementation of the Project. On the other hand, it is necessary to pay attention to creating favorable conditions for Project team members in terms of working equipment, accommodation and integrating target programs to implement projects, plans and socio-economic development models with high feasibility, suitable to local conditions proposed by Project team members.
