Contact voters and maintain close contact with voters
(Baonghean) -Voter contact (TXCT) is a regular activity and responsibility of People's Council delegates, demonstrating the close connection between elected representatives and voters. TXCT is not only to listen to the thoughts, aspirations, what voters are thinking, wanting... but also to know how to organize the implementation of policies, laws, and resolutions of People's Councils at all levels at the grassroots level.
TXCT helps elected representatives to research, participate in discussions, propose, and together with the People's Council decide on policies and measures to promote socio-economic development. At the same time, it requires authorities at all levels and relevant sectors to overcome and rectify the limitations and shortcomings of their own level and sector, or to handle violations of the law, to protect the legitimate rights and interests of the people. TXCT is to fulfill the candidate's promise when campaigning for election "always maintain close contact with voters".
“Always maintaining close contact with voters” means not only stopping at the TXCT before and after the sessions by listening to voters speak, but also having to develop a TXCT plan yourself. In reality, each delegate represents a different profession, religion, ethnicity, age, and job position; is trained and knowledgeable in different professional fields; represents each locality and unit with different characteristics; has different tasks and concerns…
If the People's Council continues to act as it has for a long time, only following the delegation group and the program established by the Standing Committee of the Vietnam Fatherland Front, it will be difficult for elected representatives to say everything that voters want to know, to deeply understand the areas they are interested in, to know what voters and people are thinking and wishing for themselves, their industry, and the area they are in charge of... When they do not fully and thoroughly understand the issues, it will be difficult to supervise, to question, to make proposals and comments so that the People's Council can have resolutions that are close to the reality of life and in line with the legitimate aspirations of the people.
To effectively carry out the TXCT, People's Council delegates need to develop their own TXCT plan, because the TXCT of an individual is very different from the TXCT of a group. Normally, the content and program of the TXCT of a group have been developed by the Vietnam Fatherland Front Committee in the order of a predetermined TXCT, so there is little time to discuss with voters and the delegates mainly sit and listen. Therefore, there are delegates who have not spoken to voters for the entire 5-year term because they have not had the opportunity. The role of elected representatives is obscured.
Proactively meeting and contacting voters, clearly understanding the grassroots reality, clearly understanding the wishes and aspirations of voters; mentioning issues that delegates and voters are interested in; making recommendations, proposals or having practical contributions to the People's Council's resolutions will certainly create a close bond between voters and delegates, making voters more confident in the person representing their legitimate rights and interests.
