Criteria for classifying communes according to the level of difficulty in Nghe An
(Baonghean) - (Resolution No. 115/2013/NQ-HDND dated December 13, 2013 at the 10th sessionPeople's Council of Nghe An province, term XVI).
Pursuant to the Law on Organization of People's Councils and People's Committees dated November 26, 2003;
Pursuant to Decision No. 30/2012/QD-TTg dated July 18, 2012 of the Prime Minister on criteria for determining extremely disadvantaged villages and communes in ethnic minority and mountainous areas in the period 2012 - 2015;
Considering the proposal of the People's Committee of Nghe An province in the report No. 8230/TTr-UBND dated November 18, 2013;
Based on the audit report of the Ethnic Committee and the opinions of the Provincial People's Council Delegates;
RESOLUTION:
Article 1. Scope of regulation and applicable subjects
This Resolution stipulates criteria for classifying communes according to the level of difficulty, serving as a basis for developing plans and allocating investment capital for infrastructure construction and supporting annual production development for particularly difficult communes, border communes, and safe zone communes under Program 135 for the 2012-2015 period in Nghe An province.
Article 2. Criteria for classifying communes and how to determine scores for each criterion
1. Criteria on the rate of poor and near-poor households:
Communes with a poor and near-poor household rate from 45% to 60% are given 2 points; above 60%, for every 10% increase, 0.5 points are added.
2. Criteria on the number of particularly difficult villages and hamlets in the commune:
Communes with a rate of particularly difficult villages and hamlets from 35% to 50% are given 2 points; from 50% or more, for every 10% increase, 0.5 points are added.
3. Criteria on number of households in the commune: Number of households in the whole commune and number of ethnic minority households in the commune.
a) Number of households in the commune: Communes with less than 500 households are counted as 1 point; from 500 to 1,000 households, for every increase of 50 households, 0.1 point is added; from 1,000 households or more, for every increase of 100 households, 0.1 point is added.
b) Number of ethnic minority households in the commune: A commune with less than 500 ethnic minority households is given 1 point; from 500 to 1,000 households, for every increase of 50 households, 0.1 point is added; from 1,000 households or more, for every increase of 100 households, 0.1 point is added.
4. Criteria on natural area:
Communes with a natural area of less than 5,000 hectares are given 2 points; from 5,000 hectares to 20,000 hectares, for every increase of 1,000 hectares, 0.2 points are added; from 20,000 hectares or more, for every increase of 5,000 hectares, 0.2 points are added.
5. Special criteria:
- Communes without car roads to the commune center are counted as 1 point;
- Communes without national grid electricity are counted as 1 point;
- Border communes are counted as 1 point.
Article 3. Classification of communes according to level of difficulty:
Based on the total score of 5 criteria, especially difficult communes, border communes, and safe zone communes are divided into 3 groups with 3 difficulty levels as follows:
1. Difficulty level K1: Communes with a total score below 11 points;
2. Difficulty level K2: Communes with a total score from 11 to less than 14 points;
3. Difficulty level K3: Communes with a total score of 14 points or more.
Article 4. Implementation
Assign the Provincial People's Committee to implement this Resolution.
Article 5. Implementation provisions
This Resolution was passed by the Provincial People's Council (16th term), 10th session on December 13, 2013 and takes effect 10 days after the date of passage.
