Criteria, methods, and procedures for evaluating and classifying district party committees, city party committees, and town party committees
(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has just issued Regulations on criteria, methods, and procedures for evaluating and classifying district, city, and town party committees.
According to regulations, the assessment of the quality of district, city and town party committees must be based mainly on the results of the implementation of the party committee's tasks, the strength of organizations in the political system and the quality of cadres and party members; at the same time, the results of the implementation of the 3 groups of criteria mentioned above according to 4 levels (excellent, good, average, poor) must be based on to make accurate classification.
The quality of district, city and town party committees is classified into the following 4 levels:
Complete the mission excellently:
- The Party Committee has many outstanding achievements, which are typical examples for other Party organizations to learn and follow; all evaluation criteria are "Good" or higher; in which, the criteria on the results of performing assigned tasks during the year are all evaluated as "Excellent" with specific products.
- No affiliated Party organization or member of the leadership and management collective has been disciplined.
- The Government, the Fatherland Front and socio-political organizations at the same level are classified as "Completing tasks well" or higher.
Complete the task well:
- Is a party organization with criteria evaluated as "Average" or higher, in which, criteria on results of assigned tasks during the year are all evaluated as "Good" or higher with specific products.
- No affiliated Party organization or member of the leadership and management collective is disciplined (except in cases where the consequences are self-detected and resolved).
- The Government, the Fatherland Front and socio-political organizations at the same level are classified as "Completing tasks" or higher.
Complete the mission:
- Is a party organization with basic criteria evaluated as "Average" or higher with specific products.
- No affiliated Party organization or member of the leadership and management collective is disciplined (except in cases where the consequences are self-detected and resolved).
Mission failed:
- Is a party organization with evaluation criteria at the "Poor" level, or falls into one of the following cases:
- Any subordinate unit that has a case of corruption, waste, negativity or other violations will be subject to disciplinary action according to Party regulations and State laws (except in cases where the consequences are self-detected and remedied).
- Only completed less than 50% of the targets and tasks according to the program and plan assigned and approved by competent authorities during the year and had major targets that did not meet the assigned plan (except in cases of force majeure).
- The leadership and management team is disciplined or more than 20% of the affiliated units are disciplined during the year.
The Regulation consists of 3 chapters and 5 articles. This Regulation takes effect from the date of signing (November 17, 2023) and replaces Regulation No. 3252-QD/TU, dated December 10, 2019 of the Provincial Party Standing Committee.
