(Baonghean.vn) - On January 13, the Provincial Steering Committee for the implementation of Decree 67/CP had a meeting on the implementation of shipbuilding according to Decree 67/CP in Quynh Luu and Dien Chau.

The Steering Committee for Decree 67/CP worked with the Department of Agriculture of Dien Chau district on the implementation of shipbuilding according to Decree 67/CP.

Dien Chau district has 126 ship owners registered and completed documents, of which 122 are fishing vessels and 4 are service vessels. Up to now, the communes have approved 10 ships, and households have approached banks. However, only 2 ship owners have accessed loans from the Phu Dien Investment and Development Bank Branch to build 2 ships according to Decree 67/CP.

In Quynh Luu district, after 1 year of implementation, 55 ship owners have been approved by the Provincial People's Committee to be eligible to implement Decree 67/CP. Up to now, the whole district has 11 ships that have been handed over to ship owners for operation. Banks: Agriculture - Rural Development, Industry and Trade Bank Branch, Investment - Development Bank Branch have disbursed nearly 35 billion VND to households building ships according to Decree 67/CP.

Through understanding the actual situation in localities, it shows that, during the implementation of Decree 67/CP, fishermen have difficulty accessing bank loans, so the number of ships built according to Decree 67/CP is still small, especially in Dien Chau district.

Localities requested the province to continue to support project owners in completing loan applications for shipbuilding. The provincial People's Committee should soon implement regulations on coordination in implementing Decree 67/CP between commercial banks to make it easier for fishermen to complete their applications and access capital.

Mr. Tran Xuan Tien - Deputy Director of the Department of Agriculture and Rural Development, said: After 1 year of implementation, Decree 67/CP has really entered the lives of fishermen. The Provincial Steering Committee has coordinated well with banks and insurance companies to ensure fishermen's peace of mind in their operations. In addition, the Provincial Steering Committee has also upgraded a number of fishing ports to ensure safety for boats during storms.

However, in some localities, fishermen have limited access to capital under Decree 67/CP. In the coming time, the Steering Committees of the districts need to coordinate better with local bank branches, so that fishermen can more easily prepare documents and access loans, gradually increasing seafood output.
